Who can get out of containment on May 11 next? Among the points raised by the Prime Minister Edouard Philippe, Tuesday April 28, 2020 before the deputies, appeared the question of a progressive deconfinement, linked to the health situation in each department.
A forecast deconfinement map was unveiled for the first time this Thursday, April 30, 2020 by the health Minister, Olivier Véran. Or rather three cards. Explanations.
Cards for what?
These maps of France distinguish the “green” departments, little affected by the epidemic, and “red” departments in which deconfinement will take a stricter form.
Every day, the Ministry of Health will reveal how the virus is evolving in each department. Every day, a new card will be available on the government website data.gouv.fr.
A final map will then be returned on May 7 and different degrees of deconfinement will be applied to each zone from May 11.

What criteria used?
These cards, whose data are only valid “for the situation on April 30,” said the Minister of Health, combine three criteria: the rate of circulation of the virus, the level of occupation of the intensive care units and the capacity local virus carrier detection test.
For a department to be classified as “green”, it must validate these three criteria, that is to say be between 0 and 6% of the virus circulation rate and between 0 and 60% of the initial resuscitation capacity (see maps below). Beyond these figures, the department will be automatically classified orange or red.
In addition, a department, whether in green, orange or red, is likely to switch to one side or the other, depending on the evolution of the situation every day. In the best of cases, this could lead to the lifting of restrictions (e.g. reopening of parks, certain public places, etc.) or, conversely, strengthening of these.

These are: Aisne, Ardennes, Aube, Cher, Côte-d’Or, Doubs, Jura, Lot, Marne, Haute-Marne, Meurthe-et-Moselle , Meuse, Moselle, Nièvre, Nord, Oise, Pas-de-Calais, Bas-Rhin, Haut-Rhin, Haute-Saône, Saône-et-Loire, Paris, Seine -et-Marne, Yvelines, Somme, Vosges, Yonne, Territoire de Belfort, Essonne, Hauts-de-Seine, Seine-Saint-Denis, Val-de-Marne, Val- d’Oise, Haute-Corse and Mayotte.

In parallel, from May 11, the government will be “able to present the number of tests which are carried out on the territory, “concluded the Minister of Health.
