It’s not time to celebrate for the Seyran collective. The end of the ban on dancing in bars and restaurants barely lifted (on February 16)the Octopus domain has resumed its nocturnal activities, attracting many revelers at the end of the week to the peaceful Flayosquet district, on the heights of the city. “It’s unbearable! Even with the windows closed, plugs in my ears, I can’t sleep”cowardly, distraught, a local resident.
A license 4
In a year and a half, the Octopus estate has made a name for itself in the festive environment but also with its neighbors who are victims of noise breakouts. The subject came back to the table recently during a meeting of the West district at the Maison des sports et de la jeunesse (MSJ). It must be said that concern is growing among local residents since the estate has just obtained a license 4 which allows the sale of alcoholic beverages and widely promoted it when it reopened on February 19, inviting revelers from 10 p.m. at 4 am (see poster below).
Already in August 2021, the Seyran collective had filed a complaint for night noise, neighborhood disturbance, environmental degradation and endangering others with the public prosecutor. (read elsewhere). In this letter, he mentioned the parties organized in the open air every Thursday, Friday and Saturday in an area classified N (nature). Festive events which, still according to the collective, can attract well beyond the authorized gauge.
“In addition, fireworks were set off last summer when we are in a red drought zone in the Var, and the property is located in a nature zone, in the middle of the woods”, indicate the local residents who fear that a fire will break out as a result of this kind of imprudence.
“Not to mention the risk of fire starting due to cigarette butts that are difficult to neutralize given the extent of the undefined party area within the 30 hectares of the property and the large number of people.”
In a letter addressed to the public prosecutor, the collective of Seyran also alerts on the difficulties of access to the site in the event of fire: the road is only three meters wide on the majority of the course of the path of Seyran.
And many vehicles would park there during the evenings, reducing the traffic lane.
“This property welcomes the public with a paid entrance, security personnel, sale of alcoholic beverages and a dance floor that can thus be assimilated to a disco”, affirms the collective which questions the legality of such an activity.
Permission to open until 1 a.m.?
However, it turns out that the area does indeed benefit from an operating permit for a main activity of a multipurpose room rented for associative events. “ And for a secondary activity of dance hall, discotheque with accommodation and catering”.
“The activity related to the drinking establishment allows an authorization to open until 1 a.m.”, assures the sub-prefect of the district of Draguignan, Eric De Wispelaere. “You have to find a balance between the commercial activity of the estate and the tranquility of the neighborhood”, concludes the representative of the State who intends to ensure that the threshold of noise emergence does not exceed the standards in force.
According to a source familiar with the matter, the operator would have taken steps to obtain an exemption from closing at 7 a.m. Authorization which would have been refused to him. to be continued.
Contacted the owner of the domain Octopus did not wish to speak.

Already in the fall of 2020, a clandestine party, in full confinement, had brought together more than 500 participants. A few months later, during a control operation of the establishment, the private domain was pinned down because of non-compliant security measures for an ERP (establishment open to the public). “A commission had identified a number of points to bring into compliance”explains Grégory Loew, deputy works delegate. “A very heavy specification had been established in 2021. It seems that everything is regularized”continues the elected official who intends to examine the file this week and in particular to check the legality of obtaining the license 4. “The legal department will study everything. We will organize a meeting with local residents in the coming weeks to keep them informed. The complaints have been recorded, the prosecutor (1) and the sub-prefect are in control”.
Changing the direction of travel
Bernard Bonnabel, deputy of the South and West districts, assures that he is sensitive to the grievances expressed by the residents during the meeting at the MSJ. “The path is narrow. It poses a security problem when 400 vehicles go there for these evenings”. For his part, commissioner Cédric Fèvre requested a change in the direction of traffic on Chemin du Seyran in order to reduce nuisance. At the exit of the estate, a one-way street should be positioned on the left to direct all vehicles towards the D49 in the direction of Ampus or the hamlet Lentier to reach Draguignan.
