When asked why he reported the case recently rather than earlier, he stated that it was a defense against HC’s attacks.

He pointed out that he initially filed the formal complaint against Cartes “because he was angry with whoever was criticizing his financial movement,” namely the pro-Cartes movement, and that he then pursued the investigation, which is why he decided have to publish the results.
