The multisectoral extension and awareness program (PMVS) made public, this Friday, September 17, 2021, the results of its consultations carried out from September 6 to 9 on the issue of the mobile device registry (RAM) which is making headlines. The results of these consultations, carried out in 23 provinces, indicate that out of 2,398,954 households physically consulted, 67% of the population consulted want a reduction in the cost of RAM, while 12% simply want its elimination and 21% have abstained.

On the networks, the result of the survey carried out on 4,345,240 subscribers indicates that 31% of people consulted on WhatsApp want the deletion of RAM, 69% are for the reduction of the cost of RAM, 58% of people consulted on facebook have spoken for the removal of RAM and 42% of those consulted on the same social network are for the reduction of the cost of RAM.

On Instagram, 18% of people consulted want the RAM removed and 82% are simply for the cost reduction. Regarding twitter, 2% of the population consulted want the removal of RAM, against 98% who are for its reduction.

From the above, the PMVS has formulated a series of proposals that will be submitted to the Ministry of Posts, Telecommunications and New Information and Communication Technologies (PTNTIC) as well as to the Post and Telecommunications Regulatory Authority ( ARPTC). Among these proposals is the 75% reduction in pricing for the cost of RAM.

The PMVS also offers a public awareness campaign on the merits of RAM from September 24 until October 24 throughout the national territory. PMVS also offers free internet access for 24 hours in all target sites instead of 3 hours.

Since its inception, the Mobile Device Registry (RAM) has made headlines in the Democratic Republic of the Congo. According to the Ministry of PTNTIC and the ARPTC, the RAM aims, among other things, to fight against counterfeit telephones and to protect users’ telephone data in the event of loss. RAM registration requires each user to pay $ 1 to $ 7, depending on the technology of the phone (2G, 3G, 4G etc).
