“Several Measures to Promote the Consumption of Automobiles” and “Several Measures to Promote the Consumption of Electronic Products” were announced on July 21, respectively proposing 10 and 12 specific measures to promote the consumption of automobiles and electronic products. In response to strengthening the privacy protection of electronic products, standardizing the electronic product recycling system, and optimizing car purchase restrictions, the relevant person in charge of the National Development and Reform Commission responded at a press conference held on the 21st.
Standardize the privacy protection and recycling system of electronic products
This time, the measures to promote the consumption of electronic products are implemented comprehensively, and put forward targeted policy measures for issues such as privacy protection and recycling system faced by electronic products.
The measures are clear, speed up the improvement of laws and regulations on personal information protection, speed up the formulation of policies and industry standards for data desensitization and compliant use, and crack down on companies’ improper use of personal privacy in accordance with the law.
Chang Tiewei, deputy director of the Employment Department of the National Development and Reform Commission, said that relevant departments will strengthen supervision and inspection of second-hand electronic product acquisition companies in accordance with the law, increase crackdown on illegal dismantling of electronic products and illegal circulation of second-hand spare parts, eliminate the threat of illegal dismantling to personal privacy, and strictly implement consumer information protection policies.
Waste electrical and electronic products are both polluting and resource-intensive. In order to reduce environmental pollution and improve the efficiency of resource recycling, the measures clearly regulate the recycling system of electronic products.
Song Changqing, the second-level inspector of the Environmental Protection Department of the National Development and Reform Commission, said that he will work with relevant departments to further improve the waste recycling policy system, increase financial support, consolidate the recycling system of waste electrical and electronic products, enrich recycling models, improve the level of dismantling and utilization, and promote the high-quality development of the industry.
Optimize car purchase restriction policy
At present, the recovery of my country’s automobile consumption is stable and improving, but there is still room for further tapping the potential and improving the quality of automobile consumption. The measures to promote automobile consumption this time are more pragmatic.
In terms of optimizing purchase restrictions, Chang Tiewei said that since the beginning of this year, we have actively coordinated with relevant purchase-restricted areas, combined with actual conditions, encouraged the increase of annual car purchase quotas according to local conditions, implemented differentiated policies for urban and suburban quotas, issued annual car purchase quotas as soon as possible, accelerated the progress of release, and better met residents’ car purchase and travel needs.
The used car trading market has great potential, but the transparency of market information needs to be improved. The measures further urge the implementation of policies that have been introduced such as the cancellation of restrictions on the movement of second-hand cars and the facilitation of the registration of second-hand car transactions. “It is necessary to reasonably increase the frequency of random inspections of second-hand car platform companies, and the results of random inspections shall be disclosed to the public in accordance with the law, so as to further enhance consumers’ confidence in transactions.” Chang Tiewei said.
The measures clearly support the purchase of new energy vehicles in principle for new or updated vehicles in the public domain in suitable areas, and promote the increase in the proportion of new energy vehicle purchases year by year. “Considering that the battery swap model requires a strong scale effect, the public sector can try it first and actively carry out pilot projects for the vehicle battery swap model in the public sector, but it is also necessary to continue to promote the formulation of standards related to battery swap infrastructure to enhance compatibility and versatility.” Chang Tiewei said.
Promote the construction of rural commercial circulation system
In recent years, the construction of the rural commercial circulation system has achieved positive results, and the rural consumption potential has continued to be released. However, compared with cities, commercial circulation in rural areas still has some shortcomings in terms of infrastructure and channel networks, and there is still room for improvement in terms of better serving consumer goods such as electronic products to the countryside.
Li Chao, deputy director of the Economic and Trade Department of the National Development and Reform Commission, said that efforts will be made from the following four aspects to promote the construction of the rural commercial circulation system:
Enrich the sales channels of consumer goods such as electronic products to the countryside. Increase efforts to encourage qualified places to make good use of relevant funds such as county-level commercial construction actions according to local conditions, transform and upgrade the county and township home appliance sales service network, rationally arrange smart home appliance display and experience stores in counties and townships, and carry out activities such as tours to the countryside.
Renovate and upgrade rural commercial and trade circulation facilities. Promote the transformation and upgrading of a number of county comprehensive business service centers, logistics distribution centers and township business centers. Promote the integration of postal, express delivery, supply and marketing, rural e-commerce and other facilities and outlets, and run rural comprehensive service stations and village-level delivery and logistics comprehensive service stations.
Optimize the county and rural logistics distribution service model. Continue to promote e-commerce and express logistics distribution systems in rural areas of the county, improve electronic product marketing, recycling, maintenance and other related logistics services, gradually reduce the cost of distribution and repair of large home appliances, and open up the “last mile” of electronic products and other consumer goods to the countryside.
Promote the transformation and upgrading of rural commercial enterprises. Actively promote the development of commercial and trade enterprises in county areas, support the digital and chain transformation of rural traditional commercial and trade, postal, supply and marketing, logistics and other enterprises, and expand online and offline marketing channels.
