Mayor Vasil Terziev announced that there will be a competition for a new chief architect, but “further on”.

The new team in Sofia has started cleaning in a key area for the city – “Architecture and Town Planning”. Mayor Vasil Terziev, however, is silent on the main question – when will the competition for a new chief architect be announced.
According to “Sega” information, directors of leading directorates and departments in the NAG have received invitations for voluntary resignation. The directors of the “Legal and Normative Service” directorate, Stella Shtereva, and the director of the “Urban Environment” directorate, Boyka Kudreva, have been invited to resign from their posts. A change has also been requested for the heads of key departments – Elitsa Mircheva of “Public Spaces” and Marin Popov – head of the department “Control Heads of Departments in the Directorates of Control in Investment Design, Coordination in Construction”. Architects claim that the resignations of other employees in lower positions have also been requested.
According to the regulations for the activity of the metropolitan municipal administration, all municipal employees are appointed and dismissed by the mayor. However, this is usually done at the suggestion of the chief architect. Terziev himself did not publicly announce the changes in the NAG. Along with the personnel changes, at a meeting held with the regional architects last week, the chief architect Zdravko Zdravkov announced his intentions for other reforms. According to people in the know, the authority to authorize the construction of high-rise buildings, which currently rests with the chief architect, will be transferred to the regional mayors. This change is not undisputed because of the lack of sufficient capacity in the regions. Sofia has experience with such a transfer of powers – the scandal surrounding the construction permit for the Grand Canyon skyscraper of the Garanti Koza company. For him, Zdravkov had delegated authority to the district architect Vesela Taseva, who issued the permit itself. This cost her the dismissal of the then regional mayor of “Mladost” Desislava Ivancheva. The regional mayors were also informed of the intention to preview all future constructions, before issuing the visas themselves, with the aim of more transparency and possibility of control. These visualizations are currently being done on a voluntary basis by blogger Boyan Yurukov.
It is strange that these changes are carried out by the current chief architect Zdravkov and the structure is changed by him against the background of an expected competition for a new chief architect, municipal councilors from the opposition commented to Sega. It was expected that the announcement of a competition would be one of the first tasks before Vasil Terziev. “Now” asked Terziev whether there were talks with Zdravko Zdravkov about voluntarily resigning from the post or about terminating his legal relationship, but he did not receive an answer. The chief architect does not have a fixed term. In his interview with Nova TV, Terziev answered that there will be a competition for a new chief architect, but “further on”. Terziev tied a possible competition to the adoption of a new organizational structure of the municipality. Terziev did not comment on the unofficial information of the host of Nova TV, Viktor Nikolaev, that it was the impossibility of replacing Zdravko Zdravkov that was the reason for the departure of Arch. Lyubomir Georgiev, who was initially supposed to become Terziev’s deputy.
