“We beat the dealerships. They ruled that since October 2020 the IRR was met. They have to return the ticket to us and deliver it to Cartagena. Right now everything else comes, that they can appeal, but we won in Cartagena ”.
With these words, the mayor of Cartagena, William Dau, informed the city on June 7 that he had “won” the battle against the Cartagena Road Concession (Convial), in the midst of a dispute over the continuity of said toll booths in the Bolivar capital. At that time it was reported that the District was beginning a process of reversal of the infrastructure of the concession road -Cargo Corridor- and from the decision the toll booths -in the urban area of Cartagena- became public furniture.
However, days have passed and the craters in the Cargo Corridor and Crisanto Luque avenue are evident. The most critical sites are before the Bazurto bridge -entrance to Manga-, return from Crisanto Luque; near the Ceballos tollbooth and some sections after the TCC, in the Bosque – Bazurto market direction. The problem also extends to the industrial zone of Mamonal and Ceballos.
“Who answers?”, that is the question that dozens of drivers ask themselves, because at the Ceballos toll the crater is so big that many vehicles have decided not to use it. In the rainy season it becomes a swimming pool and threatens the integrity of the different road actors.
In El Bosque, near San Isidro, the situation worsens at night, as a section is practically dark, so the danger increases.
At that point, drivers must be careful not to collide with another vehicle due to the state of the road.
To clarify who currently has the responsibilities for the maintenance of the Freight Corridor, El Universal spoke with María Isabel Lugo, director of the District Valorization office and assured that they are in the process of reversal.
“In a first meeting with the legal representative of the Cartagena Road Concession (Convial), a month ago, he was asked for information on the real estate that the concession has been using and everything related to the installation of the things that left using for booths. There is the property where the concession worked and all that has to start being reviewed, ”he said.
He assured that since last year Edurbe and Convial were being asked to repair the infrastructure along the Cargo Corridor in a verification that was carried out with the Infrastructure Secretariat: “Those repair requests never materialized and that must be reviewed to see how to proceed regarding the issue of reversal”.

As for the luminaires, he indicated that the concession had to answer for them, however, from the General Secretariat of the District they have been advancing the efforts for the issue of public lighting. On August 28, a meeting was held to take a tour and begin to review the state of what is going to be delivered by Convial and validate the efforts for the recovery of the Freight Corridor.
He stressed that it is necessary to start making a schedule in this regard, ask Edurbe for accompaniment because they have knowledge of the subject. “You have to start reviewing all fronts. With the General Secretariat there is a quick interest in the issue of lighting. All of this is being reviewed to see what we are going to start with”.
While the reversal procedures are in progress, drivers have to be aware of the state of the road to avoid accidents and safeguard their integrity.
