/ world today news/ Ombudsman Maya Manolova sent a reminder letter to the CEC, warning that there are less than five months left in which, according to the current electoral legislation, three simulations of remote electronic voting must be held. The topic was discussed in detail during the working meeting of the public defender with Bulgarians living abroad.

The Electoral Code imperatively stipulates that when elections are held after January 1, 2018, an opportunity for experimental remote voting to be created until the end of 2017, to be held in three consecutive elections, including partial ones, in which non-existent parties are voted for , coalitions or candidates. According to the provisions of the EC, the costs of electronic remote voting are covered by the state budget.

“I was dismayed to find that not a single simulation has been conducted to date. There is no evidence that the permanently functioning specialized unit of the Central Election Commission for technical assurance and technical control of remote electronic voting, provided for in the Election Code, has been formed,” the ombudsman wrote to the members of the CEC. And he adds that he is “afraid of a repetition of the situation with the machine voting not being carried out”.

The ombudsman warns that the launched European project with the beneficiary the State Agency for Electronic Government and partner CEC, with the subject “Construction and implementation of a system for remote electronic voting” for a period of nearly two years can in no way be an argument or justification for the non-implementation of experimental voting, as this would be in violation of the mandatory texts of the Electoral Code, is the position of the ombudsman.
