Western officials have long believed that Putin would use the symbolic meaning and propaganda value of May 9 to announce either a military achievement in Ukraine or a major escalation in hostilities, or both.
CNN reports that officials have begun considering another scenario in which Putin officially declares war on Ukraine on May 9. To date, Russian officials are calling the war in Ukraine a “special military operation” for the purpose of “denazification.”
“I think he’s going to try to drop his ‘special operation,'” British Defense Secretary Ben Wallace told LBC radio last week. I need more people. I need more Russian cannon fodder.”
As noted, the official declaration of war on May 9 can encourage Russian citizens and raise public opinion in favor of the invasion. In addition, according to Russian law, it will allow Putin to mobilize reserve forces and draft conscripts, which officials say Russia desperately needs in the face of a growing shortage of military personnel. CNN writes that other scenarios for Russia on May 9 could be the annexation of the occupied Luhansk and Donetsk regions, a serious attack on Odessa, or the declaration of complete control over Mariupol.
US State Department spokesman Ned Price said May 2 that there is good reason to believe that the Russians will do everything possible to use May 9 for propaganda purposes.
“We have seen the Russians really redouble their propaganda efforts, probably, almost certainly, to distract from their tactical and strategic failures on the battlefield in Ukraine,” Price said.
He added that he had heard rumors that Russia might officially declare war on May 9 and said “it would be a big irony if Moscow used ‘Victory Day’ to declare war.”
According to Price, a declaration of war would allow the Kremlin to legally increase the number of conscripts. If they were to increase the number of conscripts without a declaration of war, it would be an admission to them that “their war efforts are failing, that they are floundering in their military campaign and military goals.”
