Masks sold to the Portuguese State have a valid and genuine certificate, says João Cordeiro’s company – O Jornal Económico

Quilaban, a Portuguese company that sold three million masks to the Directorate-General for Health (DGS) of type FFP2 has a valid and true certificate.

In a statement sent to the newsrooms, Quilaban, a company owned by the former president of the National Pharmacy Association, João Cordeiro, reacted to news from the newspaper “Público” that reported on the 17th, which it had sold to DGS 30 shared services millions of masks with an invalid or fake certificate.

In the statement, Quilaban “ensures the veracity and validity of the certificates presented, as well as the quality of the products supplied, reaffirming its commitment to the safety of users”, and sought to explain the controversy surrounding the certificates of the masks it sold to DGS.

The masks were produced by Gansu Changee Bio-pharmaceutical Co., Ltd, which is a subsidiary of Shenzhen Hanyu Pharmaceutical Co. Ltd, listed on the Shenzhen stock exchange, which develops its activities in the areas of research, development, production and sale of medicines and medical equipment, for which it is certified in China.

Gansu, “in addition to certifying its production according to local regulations and using the Guangdong Testing Institute of Product Quality Supervision, which certifies its products according to GB2626-2006”, decided to use the services of ICR Polska for their voluntary certification, which issued the certificate with the number ICR Polska / P63030032 on March 16, 2020 and which was valid until March 15, 2025.

However, ICR Polska said on its website that invalid and fake certificates had emerged and therefore canceled the certificates it had issued between March 1 and 26, 2020.

ICR Polska has reissued new certificates, which have a new layout and new identification numbers.

“In this context, the certificate with the number ICR Polska / P63030032 has been canceled (thus becoming invalid, although not being fake) and replaced by the certificate with the number ICR Polska / CE / V / 01RE473, issued on April 1 2020, valid until March 31, 2025 ”, explained Quilaban.

Thus, the old certificate number on the ICR Polska website appears as “nonexistent”, “invalid” or “false”, and the new certificate number exists and has additional information that was reissued on April 23, 2020 with a new layout and under new code.

Asked Gansu today, May 18, regarding the mention of invalidity of the initial certificate on the ICR website, he promptly clarified about its replacement by the new ICR certificate Polska / CE / V / 01RE473, of which he sent us a copy.

O procurement from Quilaban to Gansu started during the month of March, when it identified Gansu and had access to the ICR Polska / P63030032 certificate, which it would present as a reference for the response to the direct adjustment of shared services on April 6, 2020 , and the award of the three million masks took place on April 7 and their production was completed on April 21, a period already covered by the new ICR Polska certificate.

“Between the adjudication and the date of production of the products, 14 days elapsed”, says Quilaban. The company also reinforced that the “certification presented was true and valid and remained true and valid through a new certificate”.
