The introduction of Captain Hydra no longer appears so impossible when you think about it!
The return of Chris Evans as Captain America has been talked about many times in the MCU. However, this comeback could be the subject of a surprising turnaround since the American actor could return in the guise of a diabolical alter-ego. An element all the more plausible since the end of Falcon and the Winter Soldier which made Sam Wilson the main Cape ‘of the Marvel Universe. Teased many times, the return of Steve Rogers villain version could be done in several ways, the first being obviously thanks to the Multiverse in which Chris Evans could play a malicious Captain America, working on behalf of the Hydra.
Another possibility: that of the Skrulls. Given the future presence of this alien and shapeshifter species in the MCU thanks to the series Secret Invasion worn by Samuel L. Jackson, one of them could pose as Steve Rogers and adopt dangerous behavior. From this perspective, the Skrull in question could make believe that he is the real Cape ‘resurrected in order to gain public favor and prepare the invasion of his people on Earth. If these are only guesses, John Walker being able to serve as an iteration for this kind of character, it would still be captivating to find Chris Evans in the skin of a formidable and devilish Captain America. What to take the opposite view of the superhero he embodied for almost ten years on the big screen!
