One of the areas discussed during the meeting and where a conceptual solution for joint cooperation would be needed is the issue of tariffs for centralized water supply and sewerage services. As Mārtiņš Bojārs, the chairman of Mārupe district council, explains, several years ago, since wastewater is discharged to Rīga, water management tariff policy is a topical issue in Mārupe district, because in the current situation Mārupe residents pay full Riga city wastewater tariff and Mārupe district tariff instead of actually used wastewater collection and treatment system, but the entire Riga wastewater system.
“Although the Public Utilities Commission has already been offered a separate tariff methodology in 2018, where one public service provider provides a service to another public service provider, no progress has been made so far. This also significantly hinders the application of wastewater disposal solutions in other areas in accordance with environmental requirements, because, for example, at Riga Airport, where wastewater would be technically justified to pass through Mārupe to the city of Riga, the current methodology should apply a total tariff of 3 service providers. . It would also be necessary to develop a solution for the provision of water management services in the border areas of both municipalities, for example, in Ābolu, Upesgrīvas and Sīpeles streets, ”emphasizes M.Bojārs.
The meeting also discussed the creation of regional mobility points in Tirana and Pinki, which include the creation of a Park & Ride, a cycle path connection and a public transport link. The extension of the 25th bus route of Riga traffic to Tīraine, as well as the extension of the 7th bus route to the airport would be important for Mārupe municipality.
In the field of public transport, the issue of creating a new bus route opposite Spice to connect the business center “Business garden Rīga” and the residential quarter “Lindenholma” with both counties should be addressed, at the same time addressing the issue of arrangement. On the other hand, it would be necessary to create an adjustable intersection in Vienibas gatve, so that the people of Mārupe can leave the Jelgava road towards Mārupe to Vienibas gatve turning left and straight.
In order to improve the bicycle infrastructure to improve the mobility of the population, the issue of extending the Mārupīte green bicycle road to the border of Mārupe district should be solved, and the connection between Vienibas gatve and the old Jelgava road and further connection with Olaine Stūnīši should be arranged.
Continuing the issue of improving the infrastructure in places where Mārupe municipality merges with Rīga municipality, an important issue to be addressed is the arrangement of the Upesgrīvas / Kantoru street intersection (in the territory of Riga city), as well as the construction of a pedestrian crossing in Upesgrīvas Street from Mārupe border to Kantora Street. In the territory of Riga (across Kantora Street and across Upesgrīvas Street) connection with the pedestrian path to Mārupe State Gymnasium.
A joint cooperation project, which requires the involvement of both municipalities, is the creation of the recreation infrastructure of Medema bog (owned by Riga forests). Currently, after 3 years of negotiations, Mārupe municipality has managed to conclude a cooperation agreement with “Rīgas mežiem” on the creation of recreational territories, at the same time planning to create a walking trail and recreation places in Medema mire. The need to expand the territory of Mārupe cemetery is also related to the territory belonging to Rīga forests next to Jaunmārupe cemetery.
