This is clear from an EC announcement

The President of the European Commission, Ursula von der Leyen, announced that she accepted the resignation of European Commissioner Maria Gabriel.

“Commissioner Maria Gabriel informed me that today she will receive a mandate from the Bulgarian president to form a government. Because of this, she submitted her resignation as a member of the College of Commissioners,” Von der Leyen said in a statement, quoted by BTA correspondent Nikolay Zhelyazkov .

“I have accepted her resignation. I would like to thank Maria Gabriel for her work as Commissioner for Innovation, Research, Culture, Education and Youth. In this position she has made a great contribution to the progress of the EC’s tasks in this area. I am grateful to the Commissioner Gabrielle for the excellent implementation of our flagship innovation program Horizon Europe, for the strong support for innovation and start-ups through the European Innovation Council and for her personal commitment to the European Year of Youth,” said the EC President.

“I would like to thank Commissioner Gabriel for her constructive and friendly contribution to the work of the College of Commissioners. I wish Maria Gabriel all the best and I am confident that her European experience in the EC will be put to good use for her country,” added Von der Leyen.

She specifies that EC Vice-Presidents Margrethe Vestager and Margaritis Schinas will take over Gabriel’s responsibilities from today. Vestager will be responsible for innovation and research, and Schinas for education, culture and youth.
