Manuel Espino proposes dialogue with organized crime

The federal deputy of Morena Manuel Espino He suggested opening a dialogue with organized crime groups as part of his proposal to pacify Mexico. This initiative, according to the legislator, does not seek to agree or offer impunity to criminals, but rather to allow them a legal exit from criminal life.

In an interview, Espino explained that he will propose the creation of a Special Commission for National Pacification and Reconciliation in the Chamber of Deputies, which would aim to coordinate efforts to reduce violence in the country through alternative means to the use of force. This commission would have the support of 70 Morena deputies and would be made up of representatives of various political forces.

The dialogue he proposes would include both victims of violence and criminals who are willing to reform. Espino insisted that his proposal does not imply forgiving crimes, but rather offering “escape doors” for those who wish to leave their criminal life behind.

The deputy also highlighted that Mexico needs innovative approaches to resolve the insecurity crisis, prioritizing dialogue over weapons. In addition, his proposal contemplates promoting rehabilitation and social reintegration programs, the application of the Amnesty Law in indigenous communities, as well as disarmament programs.

The initiative, which Espino hopes will be debated soon in the Chamber of Deputies, seeks to be an alternative to the strategy of direct confrontation which, according to him, has been a historical error that has cost many lives.

“The Special Commission for National Pacification and Reconciliation, with respect for plurality and social diversity, will convene representatives of the three levels of government, the productive sectors, the media, political parties, social organizations, educational institutions, religious associations , public law entities, as well as community leaders and academics, to participate in a process of dialogue, deliberation, reflection and agreement, which generates by consensus an agenda of actions for the execution of the following guiding tasks,” reads the text .

Thus, at least 17 tasks are listed, such as promoting a culture of peace; mediate in social conflicts and those that occur between groups that sponsor violence; generate legal alternatives to drug trafficking activity and its related crimes; hold forums and discussions for dialogue and agreement in all areas, which promote community reconciliation and the restoration of trust between society and the government; among others.

Relevant points of the proposal of the Morena deputy

According to El Universal, the proposal proposes that the Commission arise through a point of agreement, whose important points are:

  • It argues that insecurity, violence and social fracture register levels that are as high as they are alarming in Mexico.
  • The commission will be formed in a plural manner with up to 30 deputies from all parliamentary groups.
  • The objective of the commission will be to open a dialogue process “for the analysis and proposals that contribute to reestablishing our harmonious and orderly coexistence.”
  • The main actors in the dialogue will be public and private entities, who are sources of information, those who suffer violence and “those who, being generators of this scourge, are willing to rectify and contribute, based on what the law establishes, to repair the damage they have caused.”
