A Manhattan (NYC) judge took the rare step of issuing an arrest warrant against Daniel Ohebshalomconsidered one of the “worst” landlords in the city for allegedly failing to correct hundreds of dangerous building violations at a pair of his properties in Washington Heights.
Ohebshalom, also known as Dan Shalom, appeared in December for the second year in a row at the top of the list of “worst owners”” issued by the Public Defender, Jumaane D. Williams. There was a record of 3,293 open violations in 300 apartments in 15 buildings his. An agent of Ohebshalom, Jonathan Santanais technically in the number one position, he noted Daily News.
Judge Jack Stoller found that the notorious “slum landlord” showed a “sustained lack of seriousness” when making court-ordered repairs to the 705 and 709 170th St. buildings in Upper Manhattan – these two alone have over 700 housing violations, including mold, peeling lead paint, and rat infestations.
“The sheer volume of existing dangerous and immediately dangerous violations reveals the extent of the defendants’ contempt.”

Ohebshalom now faces the prospect of receiving up to 60 days in jail on Rikers Island unless you make repairs. He Department of Housing Preservation and Development (HPD) of the city announced yesterday that it helped obtain the court order after years of litigation along with the affected tenants.
“The most striking factor influencing the discretion of the court is the duration of the contempt proceedings. “The court found defendants in civil contempt effective February 2, 2023, more than 13 months before this ruling was written,” Judge Stoller wrote. “Furthermore, the sheer volume of existing dangerous and immediately dangerous violations reveals the extent of the contempt of the accused.”
Judge Stoller ordered the NYC Sheriff’s Department to work with California authorities to execute the order.given that Ohebshalom is believed to reside in the Los Angeles area. He could be extradited by California police or come to New York voluntarily, according to an HPD representative.
He HPD Commissioner, Adolfo Carrión Jr., He described the Washington Heights cases as “a small portion of his portfolio” at a budget hearing Monday, where he touted the arrest warrant.
“I want to be very clear: if you believe unsafe, unhealthy and uninhabitable conditions, we will hold you responsible. Let this be a message to all homeowners that HPD will ensure the law is followed to protect all New Yorkers from dangerous housing conditions,” he said in a statement.
Carrión repeatedly referred to Ohebshalom as a “slum landlord” at the budget hearing.
Stoller’s order initially called for a maximum of 180 days of civil jail time, but the number was crossed out and replaced with “60.” Ohebshalom and his lawyer have not commented.
All charges are mere accusations and those charged are presumed innocent until proven guilty in court.
