The National Federation of Orders of the Midwifery Profession (Fnopo), through its president Silvia Vaccari, expresses strong concern and disappointment regarding the 2025 financial package, approved by the Council of Ministers and signed by the President of the Republic Sergio Mattarella. According to Fnopo, the measure, as currently drafted, does not guarantee equal recognition and valorisation for all healthcare professions. “It is not acceptable that there are no funds to recognize and enhance all health professions in the same way. In particular that of the midwives who, on several occasions and by virtue of the particular and delicate functions performed, have asked that their profession be treated in the same way as nursing,” declared Vaccari. The president denounces the real risk that the 2025 budget could lead to series A and series B treatments among professionals in the sector.

Disparity in funds allocated to health professions
The numbers speak clearly. For nurses, the maneuver provides for an increase in the overall gross amounts of 35 million euros for the year 2025 and of 285 million euros per year starting from 2026. For midwives, however, the increase expected for 2025 is around 7 euros gross per month, which will rise to 80 euros from 2026. An unequal treatment that Fnopo deems totally unjustified and unacceptable.
Fnopo underlines that health professions with a smaller number of representatives, such as midwives, are often penalized by political choices. Midwives, who play a crucial and delicate role in healthcare, deserve to be recognized at the same level as nurses, with adequate salary increases and professional development.
The risk of creating “series A and series B” healthcare professions
This differentiation in remuneration between healthcare professions could have serious consequences for the sector. The lack of equity in the recognition of roles could discourage professionals and aggravate the already critical shortage of healthcare personnel. Fnopo insists that Parliament review the figures included in the text of the maneuver and guarantee fair treatment for all professions, avoiding creating a division between “series A and series B” health professions.

Silvia Vaccari concluded by reiterating the importance of immediate intervention to correct the disparities present in the maneuver. “Fnopo expresses its total disappointment with the text of the budget law as currently drafted,” he declared. The hope is that Parliament can guarantee the same opportunities and recognition to all health professions, including that of midwives, which for years has required fair and equal treatment compared to other operators.
