The announcements have become reality and in a single day two regional ordinances are challenged by the government. The Executive did not like either the “disobedience” of Piedmont which imposed the lawobligation to measure the temperature at school to all students instead of at home, both the Sardinian squeeze which provides for mandatory tests for incoming passengers who have not presented for boarding with a Covid-19 negative certification.

The Sardinian case is more recent. The State Attorney’s Office filed the appeal against the order of the President of the Region Christian Solinas. Failure to comply with Article 16 on the free movement of persons is the fundamental reason for the appeal filed with the Sardinian TAR.

The other diatribe, with Alberto Cirio, dates back to almost a week ago. The regional school office first moved against the Piedmontese governor, speaking of a “late and improper” ordinance, then Minister Lucia Azzolina, threatening the challenge, which was being discussed. And if nothing had happened in time for the school to start, on the second day the government actually moved through the ministries of education and health, challenging the ordinance.

Cirio’s response was immediate, explaining in a note how, until the TAR ruled on the suspension, the regional ordinance will remain operational. The governor of Piedmont defended his choice, explaining that “we are convinced that it is useful and necessary, as well as fully falling within the competence of the Region, among which is that of protecting the health of its citizens”. The president adds that Piedmontese schools are already applying the ordinance without particular difficulty, as evidenced by the start of the school year. The Piedmont Region has instructed Professor Barosio to represent it before the TAR and wrote to the Regional Administrative Court asking to be able to explain the reasons for an order that would have the sole purpose of protecting the health of pupils, school staff and their families. Cirio also underlines that he is convinced that the Region is in the right, because the ordinance increases the level of security for citizens and does not introduce changes to the provisions of the State, but only a control mechanism of what the State has provided for by law. .

Cirio received solidarity from the vice president of the Forza Italia group in the Senate, Licia Ronzulli, who defines Azzolina’s decision as “simply absurd” and accuses her of wasting time “in reckless arguments against those who, like Governor Cirio, are looking for to guarantee the maximum health safety of students and all school staff, adopting logical solutions “.

The Minister of Health, Roberto Speranza, instead reiterated the reasons of the government speaking to “diMartedì” on La7: parents, Speranza said, must measure their children’s fever at home “in the interest of everyone”, to prevent a child or a young person with a temperature change can become a risk for others on the way from home to the school and then to the entrance: “We ask families for an effort of a few tens of seconds, but it can be done in the interest of all of them “.
