“I assume that this will lead to another increase in the price of new houses between ten and fifteen percent,” said the CEO of Ekospol, Evžen Korec, to Novinkám.

“In zero-emissions buildings that will become the standard from 2030, no fossil fuels will be burned and energy needs will be met from renewable sources produced on-site or shared, where can the energy community be a supplier. Remote heat supply will also be possible, but not from fossil sources,” explained Bursík about the desired state.

According to him, heat pumps will play a key role in the heating of buildings, which will gain ground due to their high efficiency. “The apartment buildings will use solar energy and in most cases will be equipped with a heat pump. At least half of the parking spaces should have electric car chargers, and the rest will be ready for installation,” said Bursík.

Evžen Korec does not agree with this. “Brussels’ current regulation to build zero-energy buildings is an economic embarrassment. The changes, which have already achieved almost zero energy consumption, were the best. A further reduction to zero consumption is not effective, as it will only provide a small improvement in energy consumption at the cost of very high costs. Higher costs will not lead to higher savings,” he says.

Even according to data analysis of the company Datarun Petr Barton, mandatory photovoltaics will make buildings, especially apartments, even more expensive.

“The measure will have the biggest impact on the Czech Republic, because due to unimpressive construction regulation, we have been the furthest behind in house building for years. In addition, the regulation will come into force shortly after the European Union may make apartments more expensive from 2027 by bringing them under the carbon tax,” he told Novinkám.

According to him, the argument that the regulation will make the operation of apartments with photovoltaics cheaper makes no sense. “The potential is already there, and those who see it as valuable are already doing it. There is no obligation to apply. Only those who don’t pay for the panels can profit from it, and they still have to build them,” he said.

From 2027, all new public buildings must have photovoltaics on the roof. Reworked items will also be added gradually. In 2050, with one exception, all buildings in the Union must be equipped with them.
