Manchester City and Newcastle Under Investigation: EU Involvement and Financial Breaches

Manchester City is currently under investigation by the Premier League and the FA after being accused of 115 different breaches of the rules linked to how the finances are managed at the club.

The Daily Mail reports on Sunday that the EU may be involved in a new investigation against both Newcastle and Manchester City.

The newspaper writes that the European Commission has confirmed that it has received complaints against the two clubs from several parties regarding new rules designed to prevent state aid from distorting the market. And that the commission is “looking into it”.

Manchester City has always claimed that the club is a personal venture of Sheik Mansour, and that it therefore does not receive government support from the United Arab Emirates. Mansour is a member of the ruling family of Abu Dhabi and deputy prime minister.

Newcastle, in turn, is 80 percent owned by Saudi Arabia’s public investment fund, the fund’s chairman is Saudi Arabia’s crown prince, Mohammed bin Salman.

The complaints are believed to be likely to focus on and possibly investigate whether Manchester City is controlled by the state, the United Arab Emirates, and whether Newcastle can be judged as one of Saudi Arabia’s state tools.

It remains to be seen whether an investigation will be launched and whether it will have any consequences for the clubs.

Although the UK has left the EU, the clubs can be investigated as Premier League clubs are still subject to the FSR (Foreign Subsidy Regulation).
