Man in Lithuania Investigated for Public Incitement to Violence and Support for Russia

The pre-trial investigation was started on December 5 in accordance with Article 170 of the Criminal Code on public incitement to violence or physical violence against a group of persons, Matonis revealed.

According to this article, a person faces a fine, restriction of freedom, detention or deprivation of liberty for a period of up to three years.

The news portal “15min.lt” reported on Tuesday that the chairman of the Parliament’s National Security and Defense Committee, Laurins Kasčuns, asked the General Prosecutor’s Office, the police and the State Security Department to investigate the case where a Lithuanian citizen glorified Russia in a video.

In the video, the man, who identified himself as Gennady Rogach, expressed support for Russia’s war in Ukraine and disparaged Lithuania, saying that if someone “gave him a Kalashnikov” he would shoot all members of parliament.

He was exposed by Ukrainian Edgars Mirotvorets, who pretends to be pro-Russian, provoking his interlocutors, and publishes video recordings of the conversations on his social network accounts. On November 5, the Ukrainian activist shared a conversation on his “Youtube” channel with a Lithuanian who identified himself as 22-year-old Gennady Rogač. The young man said that he wanted to beat up his Ukrainian colleagues in Vilnius several times, but he was afraid that he might end up in prison.

Around that time, photos of him in a Lithuanian army uniform started circulating on social media. According to the media, Rogačs completed his mandatory military service in 2022 and is currently a reservist.

Kasčuns asked the authorities to evaluate the young man’s statements in connection with possible incitement of hatred, public support for international crimes and possible threats. The Lithuanian Army also stated to BNS that “the evaluation of the content has been started in order to transfer the issue to the competent authorities”.
