KIEV – Ukrainian citizens who are eligible for military service must be allowed to leave the country in violation of the active travel ban, if they can pay several thousand dollars.

The advice was expressed by an adviser to the Ukrainian Interior Ministry Viktor Andrusiv on Monday (30/5/2022).

Most Ukrainian men between the ages of 18 and 60 are unable to travel legally outside their homeland due to martial law.

Viktor Andrusiv said Ukraine needed to mobilize “several hundred thousand troops” to fight Russia.

“However, the current total ban on leaving the country for those who are mobilized is a bad policy,” he said.

“I suggest introducing insurance payments, for example USD3,000 to USD5,000 (Rp73 million). And a freeway for those who pay,” he wrote on social media.

Although he uses different terms, the mechanism Andrusiv described appears to be similar to bail, assuming the money will be paid back to those who return to Ukraine.
