Rabenau(vh). Rabenau wants to cover the short-term need for childcare places in day-care centers. At the moment there are still 31 eligible children without a place. Pamela Becker (FW) wanted to know in view of this number that has been in the room for weeks at the parliamentary session in the Lumdatalhalle on Friday: “Where are they going?” Mayor Florian Langecker stated that there is no short-term solution – unless parliament decides in December to temporarily rent containers. At the same time, additional staff would have to be hired.
In the entire Rabenau area, with the exception of the Londorf Citizens’ Hall, no public building complies with the regulations for operating a daycare center. Renting containers would put the new budget in difficulties in 2021, according to Langecker. The draft plan is in the plus with 127,000 euros. Containers without staff would cost around 400,000 euros. Ottmar Lich (FW) suggested that maybe one could get a construction trailer as a forest kindergarten. Lich: “The parents have a legal right. We have to deliver. We cannot ignore that and play dead.”
Because the citizens’ hall is to be preserved as a community center and property tax B would have to be increased in the case of container rentals, Rabenau only uses the modular construction method due to the time pressure – i.e. prefabricated parts in solid design. Then you would have a ready-to-use daycare at the beginning of the next kindergarten year, in August 2021. Waiting for a solid construction, brick by brick, would take up to three years, including the time-consuming construction management process. It should be a four-group modular construction, it should probably be located on the Geilshausen fairground.
Meanwhile, there is resistance there, because the fairground would be almost completely built on. The Geilshausen want to continue to celebrate funfairs and club anniversaries there (SV Geilshausen will be 100 years old in 2028). Given a daycare center of this size with an outdoor area (playground) and parking spaces, there would probably be no room left for a large marquee. The Geilshausen local advisory board will meet on Wednesday, November 11th, and will discuss this. An alternative area in Geilshausen would meanwhile have to be found and purchased. The fairground belongs to the community.

Karl-Heinz Till (Greens) explained: “Families are interested in Rabenau.” Geilshausen is growing and it is “incredibly useful” to build a daycare center there. A new building in Geilshausen was largely undisputed, also sustainable for four groups. With investment costs of around two million euros (including the outdoor area and ancillary construction costs), Rabenau would receive a quarter of a million euros in funding for each group. In this respect, one would somehow lift the new building.
Heinrich Nachtigall and Michael Harnack (CDU) recalled the annual operating costs. The new building with four groups would devour 800,000 to 900,000 euros annually. However, the sum would be reduced by 200,000 euros, as a group would be withdrawn from the Londorf raven nest and move into Geilshausen. Harnack: “We cannot do that. There are local elections in 2021. We cannot impose that on the new parliament.”
In view of the squaring of the circle, Bernd Schladitz brought the possibility of a lawsuit against the state of Hesse into play. Till also asked to take legal action. Gottfried Schneider (FW), on the other hand, said: “We have to take out loans.” Dr. Markus Eichmann (CDU): “Loans are only available for investment, not for ongoing expenses (operating costs).” Langecker suggested discussing the lawsuit in the spring. The parliamentary resolution (four-group new building in massive modular construction in Geilshausen) was supported by the large majority (16 votes in favor, two against, one abstention).
