Major Achievements and Future Plans of Beaune: Rehabilitation of Municipal Swimming Pool, Fil de l’eau Project, and Blanches-Fleurs School Center

Can you tell us about the major achievements that the city of Beaune wishes to undertake in the near future?
One of the flagship projects of this mandate is certainly the complete rehabilitation of the municipal swimming pool. This is a project eagerly awaited by the people of Beaune. The cost of €11 million is substantial. We are in a context that has evolved enormously over the last three years, since Covid has slowed down the procedure and we are facing soaring prices for materials and energy.
The municipal council has deliberated on maintaining direct management, which allows us to control the construction part and the start-up of operations, without too much impact on ticketing. We have validated a detailed technical program which was the subject of a recently launched call for tenders and which is currently being examined. The objective is that the winner designated at the end of October can launch, after several months of study, the work at the beginning of summer 2024 for delivery in 2026.
The project will include three pools, two of which are covered and one outdoor, so as to be able to accommodate several types of public at the same time. Everyone will be able to practice their activity without hindrance. We will keep the perimeter of the existing pools, completely renovate them as well as the premises with sustainable and ecological materials. This is a heavy and technically complex rehabilitation with very high stakes in terms of energy innovation for practically autonomous heating (photovoltaic panels, heat pump). We gain space and comfort for users. The City will benefit from support from the State with the Department’s Green Fund.
The other major project concerns “Le fil de l’eau”, the official opening of which to the public will be on Wednesday September 20. This is a gentle mobility route between the Chartreuse and Bouzaize parks; a discovery tour of the emblematic Beaunoise river and its biodiversity, it really raises awareness of ecosystems. In a heatwave context, it is essential to maintain our relationship with water. It’s part of the ecological transition program.
We are also preparing the rehabilitation of the Blanches-Fleurs school center which is part of the annual energy renovation plan for municipal buildings. This is a difficult task since the City has many old buildings: we must invest accordingly to improve the comfort of users and agents. The impacts of climate change require us to adapt in a rational manner with multi-year programs. In an inflationary context, it is not up to the people of Beaune to bear the costs, we continue to invest without increasing taxes. We are finding financing solutions, we are maintaining budgetary momentum with good management of the debt which has significantly decreased.
