The Community of Madrid estimates that it will be able to return to normal in mid-July, provided that the coronavirus incidence data accompany each level of de-escalation and if the region enters phase one of the strategy designed by the central government as of May 25.
This was indicated by the Minister of Health, Enrique Ruiz Escudero, during an interview with RNE, collected by Europa Press, to underline that the Community is “ready” to enter phase one and, consequently, “does not understand” the decision of the Ministry of not allowing that access.
In this regard, he pointed out that Madrid will again ask the inter-territorial council on Monday to access this level of de-escalation for May 25 and will continue to collect information to provide all the technical data that supports its request.
For this reason, he stressed that Madrid “will give reasons” to the Ministry of Health to go to that first phase of de-escalation and “understands” that next Monday they will be able to access it fully.
The Minister of Health has pointed out that the situation “has not changed much” in the technical part in relation to last week but they will provide more updated information in their new request, given that they want to act “with transparency and honesty in everything that is done “
Regarding the forecasts of a return to full normality in the region, the head of the Ministry of Health has said that the de-escalation phases occur every 15 days, coinciding with the incubation period for the virus, and that progress in ” Liberalization ”of activities should be evaluated with the volume of new cases, the ratio of patients in the ER and the rates of admission to hospitalization and ICU areas.
For this reason, and “always being prepared for any upturn”, Ruiz Escudero believes that if the data “goes hand in hand” and the use of masks becomes general, the maintenance of social distance and hand washing, within the framework of responsibility individual, you can return to normal in that period of mid-July.
In this sense, he has pointed to the use of masks as something “fundamental” at this stage because “it is what marks the border and containment” against the virus.
REINFORCEMENT OF PRIMARY CARE
Ruiz Escudero has also influenced that the Community has strengthened its health personnel, also in Primary Care, and now at that level of care some 1,300 are performed daily within the 470 health centers and doctor’s offices, with 4 percent of positives detected until now
However, it has recognized that some of the centers have not yet opened due to their dimensions, although the patients of these facilities are guaranteed their attendance.
Thus, and in its new request, the Ministry of Health will emphasize that the greater agility of the early diagnosis and surveillance network, since the network was already underway, with a view to moving on to phase one “which Madrid so much needs “
He has also said that Primary Care is in the process of transformation and that it is now focused on this diagnostic network to control possible new cases in the home and monitor confinement. To this is added SUMMA 112, which will carry out diagnostic tests at night and at the weekend, in order that the deployment of PCRs can be carried out 24 hours a day and seven days a week, in a “more precise and early ”.
As for the residences, another of the caveats that the technical report of the Ministry of Health pointed out, Ruiz Escudero has ensured that the network has medical attention and sanitary action has been carried out in “all”. “We act at all levels because our elders need it,” he added.
Regarding the controversy over a party held at a residence in Móstoles, Escudero has pointed out that this is a “very bad decision” due to the “sanitary and emotional” circumstances, given that the coronavirus crisis has been “very hard”.
