Madrid, Barcelona and the cities of Castilla y León, in phase 1

The entire Spanish territory is already, at least, in phase 1. The Ministry of Health has approved the phase change since Monday of the Community of Madrid, Barcelona and its metropolitan area, and the nine provincial capitals of Castilla y León. These are added to the Community Valencian, who on this occasion has not asked to move forward when perceiving a slight increase in cases. As well as the provinces of Malaga, Granada, Ciudad Real, Albacete and Toledo and the territorial areas of Girona and Lleida, which will stay one more week in this phase, having joined later.

The rest of the territory, including Camp de Tarragona and Terres del Ebre, which were already in phase 1, go to phase 2. It is 46% of the population.



This has been indicated by the minister Salvador Illa after the press conference of the Council of Ministers. And it justified this advance in the de-escalation in the good evolution of the epidemic, in a time faster even than expected. And, according to Illa, it has been possible thanks to the state of alarm: “it has worked,” he indicated.

And what does it mean to go to phase 1? In short, having a little more freedom to move within the province or the health area, yes, always with a mask, mandatory if the interpersonal distance of two meters cannot be kept. For example, that citizens have freedom of movement to be able to do commercial activities, play sports or meet other people.

And it is that, in this stage of lack of confidence, the other great social novelty is that meetings of family and friends are allowed for up to a maximum of 10 people, both at home and at home. Economically, shops reopen as long as they are not in shopping malls, which will remain closed to the public.



Those are the main novelties of that phase, since last week the Ministry of Health eased the measures of phase 0 and allowed open shops without having to attend by appointment.

And in phase 2? Well, more freedom. For now, as Minister Illa advanced yesterday, there will be no time slots for walking or playing sports. You can do it whenever you want, but respecting two time slots that will be maintained, that of those over 70 and the groups most vulnerable to Covid-19. Starting on Monday, May 25, citizens living in Phase 2 areas will, for example, be able to sit inside the hospitality premises (never at the bar) or go to the cinema – with capacity limited to one third – and go more into more shops (shopping centers with limited capacity).

There may be “Cultural acts and shows” for less than 50 people indoors (with a capacity limit of one third) and less than 400 outdoors, always with the public seated and keeping their distance.
