The bill to fight against separatism, renamed the bill “reinforcing republican principles”, must be presented on December 9 in the Council of Ministers.
At the beginning of October during a speech in Mureaux, a sensitive suburb in the Paris region, Emmanuel Macron presented the main lines of the law. Among other measures unveiled to better protect the Republic against “separatism”, school instruction at school made compulsory from 3 years at the start of the 2021 school year, except in the event of illness of the child. Non-contract establishments will undergo reinforced controls. The goal: to limit home schooling.
An announcement that had provoked the anger of the parents of students, and a certain reserve on the part of the Council of State, pushing Emmanuel Macron to lighten the measure. According to Le Parisien, if compulsory school from 3 years old will be in the final text of the law, the exception measures will be extended beyond the simple case of sick children.
“For families who offer the guarantee of home education, and who do not present a risk of radicalization, the constraint should be lifted,” says a ministerial adviser on a daily basis.
