According to Apple, the 13-inch MacBook Pros from 2013 and 2014 are the oldest generation of Pros still supported by macOS Big Sur, so it seems like a technical problem. However, Apple has not yet responded in substance, but has asked users to send in their Macs for investigation.
Technical users have started working with the hardware in the Macbook themselves, but that is not an official repair option and is not recommended due to the warranty and the required technical knowledge.
