Luxury and Poverty of the Eighteenth Cabinet of Ministers – Counted Wealth Managed

As published State Tax InspectorateAfter counting the assets managed by the Conservative and Liberal Coalition Government, last year members of the Cabinet of Ministers declared a total of € 2,544,985 in assets. The ministers’ financial liabilities to banks amount to 744,232 euros or 29.24 percent of the total declared value of assets.

It should be noted that these assets are not accrued from the salaries of ministers – politicians who took office in December 2020 declared the assets they managed in 2020, when they worked in previous positions – in the Seimas or in the civil service.

The impact of ministerial salaries on their assets will only become clear in the summer of next year, when declarations of assets managed in 2021 will be published.

The richest are conservative ministers

The richest in the government are the Conservatives. Their assets amount to € 1,927,435, or 75 percent of the total assets declared by ministers.

The Minister of Energy Dainius Kreivys declared the most assets – for a total of 609,193 euros. The majority of the assets consist of the value of real estate – as much as 554,263 euros.

However, the richest minister is also pressured by the largest debt – it amounts to 285,785 euros or 46.91 percent of the declared value of assets.

The second richest in the government is the Minister of Foreign Affairs Gabriel Landsbergis. He declared assets for 386,682 euros. Assets consist of real estate and the value of land.

And the total value of the property managed by Gabriel and his wife Austėja Landsbergienė last year amounted to 16 million 702 thousand 398 euros.

During the year, the value of assets increased by 2 million 195 thousand 519 euros. In 2018, the Landsbergis managed 1 million 873 thousand assets worth 268 euros.

The third place is again held by the Conservative delegated Prime Minister Ingrida Šimonyte. It declared itself in possession of assets worth € 277,625, consisting of a car worth € 20,000, real estate and a plot of land.

The prime minister says she has a loan of 63,194 euros, which is 23 percent of the value of the property.

Compared to 2019, political assets have more than doubled to € 108,970 from the declared value of € 168,655 in 2019. However, this increase is not related to I. Šimonytė’s new position – the politician will declare how the position of the Prime Minister will change the managed assets only in the spring of next year.

The Conservative Minister of Social Security and Labor is responsible for pensions, benefits and unemployment benefits in the country Monika Navickienė declared assets for 256,500 euros.

If we convert these assets into the average old-age pension of the country, then the Minister has assets as much as the average pension received by 58,181 seniors of the country who have worked more than the length of service required for the basic pension. Ms. Navickienė also states that she has a loan of 77,938 euros.

However, together with the property managed by her husband Mindaugas Navickas, the good of M. Navickienė’s family increases to 711,162 euros.

If this amount were converted into an average old-age pension, as many as 161,627 Lithuanian pensioners would receive it in one month.

In the four years since the start of the current minister’s great political career, Navicki’s wealth has doubled – since the then parliamentarian declared a 360,331 euro-worth of family-owned assets after his first year in the Seimas.

The Minister of Education, Science and Sports, Conservative Jurgita Šiugždinienė personally manages the property for 199,000 euros.

But the family of politicians are really millionaires: together with the property managed by her husband Raimondas Šiugždinis, the minister declared assets for 1 million 133 thousand 50 euros. Compared to the family-owned property in 2019, last year it grew by almost a third – as much as 390 thousand 871 euros.

Other Conservative ministers – poorer: Minister of Health Arūnas Dulkys has assets for 117,180 euros, Minister of Agriculture Kęstutis Navickas – 63,911 euros, Minister of Finance Gintarė Skaistė distributing the country’s budget – 46,019 euros, Minister of National Defense Arvydas Anušauskas – 18,950 euros. The latter’s assets are a car with the same declared value of EUR 18,500.

Neither home nor money – really?

Even three ministers of this Government – Conservatives A. Anušauskas and Minister of the Interior Agnė Bilotaitė and the Chairman of the Freedom Party, Minister of Economy and Innovation Aušrinė Armonaitė indicate that they do not have any real estate in their own name.

Moreover, A. Bilotaitė and A. Armonaitė state that they have no assets to declare at all, only some savings: A. Bilotaitė – 49,360 euros, A. Armonaitė – 12,000 euros.

However, in the family of the leader of the Freedom Party A. Armonaitė, the spouse Edgaras Stanišauskas took care of the living space and other property. True, for the property of this policy – far from the goods managed by the Conservatives: in total, the family declared property for 45,300 euros.

The Minister of National Defense A. Anušauskas declares that he has a loan of 12,413 euros. The amount of money kept in A. Bilotaitė’s bank increased by 12,000 euros during the year.

However, the question arises as to whether the Minister of the Interior, who is currently trying to overcome the communication crisis caused by the refugee crisis, has in fact indicated his real financial situation.

In her declaration of property, A. Bilotaitė does not provide data on the property managed by her father of two offspring and fiancée Gintas Petraus, although it is obligatory to do so by law.

G. Petrus, 16 years older than the Minister, is one of the richest men in Lithuania. In 2019, it was 263rd among the richest people in the country, and its wealth was then valued at 16 million euros.

G. Petrus is the founder of the company Neptūno vandenys. The man who sold the business five years ago had recently taken parental leave.

The wealth of coalition party ministers is more modest

Environment Minister Liberal Simon Gentville declared the property for 223,100 euros. The Minister states that he will also have a loan of 186,926 euros, which is as much as 83.78 percent of the value of the assets under management!

Compared to 2019, the assets of the Minister of the Environment decreased by EUR 74,549 over the year. And debts have increased: as much as 55,676 euros per year, from 130,150 euros to 186,926 euros.

In a declaration submitted to the Chief Commission for Official Ethics, Minister of the Environment S. Gentvilas states that in 2020 he took a loan for housing construction. The declaration shows that this loan amounts to EUR 56 676.

Gentville says he took out another loan – 133,600 euros – in 2018. The latter claim to have donated € 3,350 so far.

The assets declared by the Minister of Transport and Communications Marius Skuodis of the Freedom Party last year amounted to 121,065 euros. It consisted of real estate owned by the Minister. The Minister’s wife Rita Skuodienė has a similar amount of property. Both spouses have a loan of 40,000 euros each.

Another Minister of the Freedom Party, the Minister of Justice Evelina Dobrovolska, declared assets for 72,000 euros, and the Minister of Culture delegated by the Liberal Movement Simonas Kairys for 156,885 euros. The latter is overwhelmed by a loan of € 77,976.

In addition to financial obligations to banks or other credit institutions, eight out of fifteen ministers indicate: G. Landsbergis, J. Šiugždinienė, A. Dulkys, E. Dobrovolska, K. Navickas, G. Skaistė, A. Bilotaitė and A. Armonaitė.
