Luhut Suddenly Talks About Omnibus Law, Tol, to Egg & Chicken

Jakarta, CNBC Indonesia Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan briefly raised the importance of speeding up the ratification of the Omnibus Law on the Job Creation Bill (Ciptaker). One of them is about ease of investment.

He also revealed that there are foreign opportunities to invest in toll roads if the bill is passed. This was conveyed when speaking at the signing of the Solo-Yogyakarta-NYIA Kulon Progo Toll Road Concession Agreement (PPJT) at the Auditorium of the Ministry of Public Works and Public Housing, Jakarta, Wednesday (9/9/2020).

“We see that the Omnibus Law will be completed, meaning that it will run. Later on, there will be many foreigners who may also enter this toll road,” said Luhut.

Luhut also advised about the seriousness of preparing feasibility study before the project is carried out, including regarding assumptions or project value estimates, so as not to be off the mark.

“This must be carried out properly, including checking the assumptions used. Because we see there are development assumptions that are not quite right,” he said.

He does not want corrections to assumptions to occur as the project progresses. This will disrupt the work process, and also have an impact on the investment climate.

“Do not let it slip away when investors enter and start construction. We need to be aware of this. […] I think this is important, we make the calculations professionally and also with the designs we have seen are very pleasant and of course the workers and the quality of the workers are also good, “he explained.

Luhut realized that not all toll road investments are attractive to investors. However, in a number of cases development is still needed to stimulate economic growth.

“Like the president said between eggs and chickens. So we must dare to do something for that development. And that I think what we call calculated risk. So we have calculated the risks, “he said.
