Ensuring technological sovereignty and strengthening the Russian economy will be a key task of the new Government. I announced this today. O. Prime Minister of the Russian Federation Mikhail Mishustin at a meeting of the State Duma, where his candidacy for the post of Head of the Cabinet is being considered.
“The key direction is ensuring technological sovereignty. Development of production of products and services that have no analogues in Russia. It is directly linked to the formation of a supply economy. Here we will have to implement systemic support measures for a wide range of products, create a full cycle of our own production of complex goods – from research to a series, using and expanding all developed mechanisms, introducing new ones,” said Mishustin.
He explained that such measures include a cluster investment platform and an Industrial Development Fund, industrial mortgages, subsidies for R&D and agreements on the protection and promotion of capital investments and special investment contracts. In the future, this should have a positive impact on the gross added value of manufacturing industries, which could increase by 40% within six years, thanks to which thousands of modern industries and new jobs will appear in the country.
“In order to strengthen the sustainability of the entire country’s economy in the long term, technological sovereignty projects will be launched, which the President spoke about in his Address (Federal Assembly). We will target each of them to produce specific lines of high-tech products based on our own developments. And the organization of guaranteed demand for the training of critical technologies and personnel. The share of domestic high-tech goods and services created on the basis of our own development lines will increase by one and a half times in six years,” Mishustin noted.
Similar projects have already been formed; there will initially be nine of them. They will affect the areas of radio electronics, machine tool building, medical equipment and technologies, small-scale chemistry, unmanned aircraft systems, space, nuclear, new energy technologies, etc. Thanks to them, the goal of reducing imports to a level of no more than 17% of GDP will be realized, explained the candidate for the post of Head of Government .
And about. The Prime Minister of the Russian Federation added that the development of artificial intelligence, quantum computing and communications will continue. Attention will also be paid to the infrastructure of science.
“The President instructed to double the total investment of the state and business in research and development by 2030. And to bring their share to two percent of GDP. More than 1.5 trillion rubles included in the three-year budget create the basis for solving this problem,” concluded Mishustin .

Mishustin has headed the Russian Government since January 2020; before that, he headed the Federal Tax Service of the Russian Federation.
According to the Constitution, the Government resigns its powers after the inauguration of the elected President of the country. Vladimir Putin, re-elected to the main leadership post in March of this year, took the presidential oath on May 7, after which the Cabinet resigned, but its members, including the Prime Minister, continued to perform their duties until the approval of the new Government.
According to the Basic Law of the Russian Federation, the State Duma approves the Chairman of the Government, his deputies and federal ministers. The exception is the so-called power bloc – the heads of the Ministry of Defense, the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the Ministry of Justice, whose candidacies are submitted by the President to the Federation Council for consultations on them.
