Lucerne’s Data Protection Officers Receive Increased Resources for Improved Supervision and Control

The data protection officers in Lucerne receive more resources. In the current year, the workload for data protection has been increased to 250 percent, the government writes in response to a request from Canton Councilor Daniel Rüttimann (middle). Previously it had been 190%. The last increase was in 2019.

A further 60 percent of the full-time position is to be added in 2024. In addition, CHF 20,000 was made available in the global budget for external service providers to improve technical data protection and data protection controls.

More controls possible

Due to the high workload, the data protection officer has recently concentrated primarily on inquiries from the population and the administration as well as IT projects, at the expense of controls. However, if there are not enough controls, there is a risk that data protection will be violated, the government notes.

Individual inquiries are also delayed. 82 to 88% of the requests received could be processed per year. With the now intended increase in funds, data protection supervision can be guaranteed, according to the government council, and data protection controls can also be increasingly exercised. However, the data protection officer must continue to set priorities.

The canton of Lucerne revised its data protection law in 2021. At the time, the bourgeoisie resisted excessive expansion, while the left criticized the “minimum solution”.
