Lucerne government requests 40 million francs for corona aid

21.65 million francs are accounted for by an additional loan in favor of distressed companies, as the government council announced on Monday. It is about the expansion of hardship measures to the amount of 25 million francs, which the Cantonal Council approved at the end of November. Parliament will decide on the new loan in mid-March. Because the additional loan is subject to the optional referendum, the funds can only be paid out from May.

With the increase in aid from CHF 25 million by CHF 21.65 million, the canton of Lucerne is also receiving additional aid from the federal government. In contrast to previous practice, the canton of Lucerne wants to pay significantly more A-fonds-perdu contributions and fewer guarantees for loans. Because this non-repayable aid, unlike the guarantees, has to be booked in the income statement, additional credits for the 2021 estimate of 8.2 million francs are due.

The government council had already spoken about 40 million francs in aid on its own authority. It is about non-repayable contributions for officially approved companies.

The loss compensation for Lucerne cultural institutions is increased by 10.8 million francs. The federal government and the canton each pay half of this, so that a special loan of 5.4 million francs is due. This loan, which also has to be approved by parliament, is also subject to an optional referendum.

The Lucerne University of Applied Sciences will be supported by the central Swiss sponsoring cantons in 2021 with an additional 7.3 million francs due to corona-related shortfalls. The Lucerne portion is 4.0 million francs, which the government council applies for in a supplementary loan. In total, the cantons of the university are paying the remaining funding of 50.1 million francs in the current year, with the canton of Lucerne assuming 33.6 million.

In addition, the federal government and the canton are providing tourist transport companies with a gross amount of CHF 0.9 million. Lucerne is contributing 0.5 million francs. A supplementary loan is also required for this. Smaller companies in particular will benefit from this.

There is a solution from central Switzerland for the shipping company, larger mountain railway companies (Rigi, Pilatus) receive no help because they had made sufficient profits in the past.
