In order to protect the rights and interests of water and electricity in Taichung City, Lu Xiuyan did not hesitate to go to TSMC to obtain an unprecedented official document on protecting water and electricity. Coupled with her sensible governance, her performance in the past was mediocre, and this year she ranked first among the six cities in terms of satisfaction.
Unprecedented official document on water and electricity conservation
A piece of water and a piece of electricity are like talismans that ensure a lifetime of happiness. “In the future, water or electricity in Taichung cannot be cut off because of TSMC, otherwise it will be a bounced payment from the central government,” Lu Xiuyan’s joy was beyond words. With two “certificates” in hand, the Taichung City Planning Review Committee finally approved the Zhongke expansion plan after nearly a year of review, ensuring that TSMC has the land for its new second nanometer factory.
Looking at the 22 county mayors, she is the only one who dares to say “no” to TSMC. Because TSMC’s Zhongke Phase I plant consumes water and electricity, once the plant is expanded, demand will surge to 9% of Taichung’s water consumption and 38% of electricity consumption. “After experiencing a hundred years of severe drought, do you think people in Taichung are afraid? Even small and medium-sized enterprises are protesting,” Lu Xiuyan, who is very slipshod, asked angrily, “You are the sacred mountain that protects the country, are we the mistresses?”
She used TSMC’s negotiating power to obtain an official letter, which also forced the Ministry of Economic Affairs to make concessions.
In order to solve the deteriorating air pollution in central China, Taipower plans to build two gas-fired units to replace coal with gas. Originally, the coal-fired units were to be retained for emergencies. However, Lu Xiuyan insisted on dismantling the coal-fired units before construction to avoid endless trouble in the future.
After years of stalemate, last year both sides took a step back and adopted “build first, demolish later.” The Ministry of Economic Affairs issued an official document with specific commitments, “This was also forced by me. I convinced Economic Minister Wang Meihua that we can increase electricity consumption and reduce pollution while taking into account The country’s industrial development,” Lu Xiuyan believes, is a win-win approach.
In the past, Lu Xiuyan’s performance in the “Tianxia” county mayors’ policy satisfaction survey was mediocre. This year, Lu Xiuyan surpassed New Taipei City and Kaohsiung in one fell swoop, taking the lead among the six cities. He is obviously a “swallow”, but his behavior is more like a “tough guy”.
Mayor Mom? “I’m afraid of being called old.”
“I have always been very courageous.” When Lu Xiuyan was elected mayor of Taichung for the first time, she ignored the Kuomintang’s persuasion to withdraw and ran to the end. “At that time, I thought that if I was not elected, I would quit politics and not even be elected as a legislator. End my political life.” On the night before the election, she regarded it as possibly the last public speech in her life, so she spoke freely, talking about taking care of citizens as family members, air pollution, education and plans to double public and child care.
During a question, “Someone in the council asked me why I called my mother mayor, and I objected, saying that I didn’t like it either.” Asked her why? “Because it sounds old, I’m afraid of being called old.”
Nowadays, the title of “Mom Mayor” is always with her. Even when she was riding the high-speed train north to attend the Executive Yuan meeting, she would encounter an 80-year-old man waving to her and calling her “Mom.” “It sounds very heartwarming and kind now, but It was shaped by nature, not my personality,” Lu Xiuyan said.
Do what you like to build
In the future, it will be proven that “Mama Mayor” is both loud and clear in its positioning. “Lu Xiuyan is familiar with the business and can make decisions on the spot. Very few leaders preside over children’s meetings, and there is no need to simulate answers at all,” praised Xu Xiufei, an adjunct assistant professor at the Department of Social Work at Shude University of Science and Technology, who often travels to counties and cities to participate in social service evaluations.
Taichung’s performance in social welfare in recent years is obvious to all. In addition to issuing elderly cards that can save money and providing the elderly with taxis when going out, the venues and facilities of the parent-child center are flagship-type and are also equipped with sufficient social workers.
Lu Xiuyan understands that a modern city requires more than just being down-to-earth and working hard. Whenever an official is appointed or promoted, she always seeks out one-on-one discussions. On the day of the “Tianxia” interview, she had just had a conversation with a newly appointed director of the construction agency, telling him that in addition to doing construction, she should also communicate with citizens and understand the needs of the public. “If it were you, would you like it? Would you like it?” Are you sure?”
In her mind, politicians must always ask themselves this question from the perspective of a living person, “When making decisions, just use the perspective of citizens.”
