Tlaxcala Governor Lorena Cuéllar Cisneros emphasized her administrationS commitment to social well-being, stating, “The true greatness of a society is measured by the quality of life of its people.”
In her third government report delivered at the University Cultural Center (CCU) of Tlaxcala, Cuéllar Cisneros highlighted the significant strides made in supporting vulnerable populations, especially people with disabilities. She pointed to the establishment of the Labor Training Center for People with Disabilities (Cecapdif), a nationally recognized model for integrating individuals with disabilities into the workforce.
“We have acted with humanism and love, mainly for the most forgotten, most unprotected sectors,” she said.
The governor also highlighted the creation of five inclusive parks, enabling children with disabilities to fully participate in community life.
Cuéllar Cisneros detailed the rehabilitation and equipping of 53 Basic Rehabilitation Units (UBR), providing over one million therapies through the State System for the Comprehensive Development of the Family (Sedif), the state Welfare Secretariat, and the Center for Comprehensive Rehabilitation (CRI).
“Very soon we will be the only state in the country that has at least one UBR in all its municipalities,” she announced, adding that Tlaxcala will be the first entity to have a Tlaxcala Rehabilitation, Inclusion and Autism Center (Criat) modeled after the Teletón system. This center,currently in its third stage of construction,will be the third of its kind in the country,dedicated to serving children with autism.
over the past three years, the governor reported that 230 million state pesos (mp) have been allocated to fund the Universal Pension for People with Disabilities aged 29 to 64, a 24-fold increase from the previous administration’s budget for disability care.
Moreover, 460 hospital beds and mattresses have been distributed to homes for patients in a state of prostration. With the distribution of over 70,000 aids, including wheelchairs, hearing aids, and cochlear implants, Tlaxcala now ranks as the second entity in the country for its support of people with disabilities.
Turning to children’s welfare, Cuéllar Cisneros highlighted Tlaxcala’s distinction as the only state in Mexico to build two Shelters for the Care of Accompanied and Unaccompanied Migrants, ensuring their rights and dignified treatment. Through Sedif’s adoption program, 31 children have found loving homes and families.
For senior citizens,10 new Day Homes have been opened and equipped across various municipalities. The provision of oxygen tanks, medications, hospital beds, psychological support, and rehabilitation services has benefited 5,550 older adults, making Tlaxcala the first state to offer home health care for this demographic.
“this program will now become a federal policy,thanks to the vision and commitment of our beloved president Claudia Sheinbaum,” Cuéllar Cisneros expressed with satisfaction.
Addressing food security, the governor expressed pride in Tlaxcala’s achievement of becoming the second entity in the country with the lowest food poverty rate. Free food support is provided through Sedif and the Welfare Secretariat. The equipment of 305 school cafeterias has enabled the transition from cold breakfasts to hot breakfasts, delivering 43 million meals annually to 96,000 children.
In collaboration with the “Caritas” Food Bank of Puebla, 57,000 food packages have been distributed to those in need, and the construction of Tlaxcala’s first Food Bank is underway, a project aimed at bringing hope and prosperity to the people.
The Food Rescue Program has recovered 200 tons of food for distribution to Tlaxcalan homes, while also generating temporary employment for 250 day laborers. Twelve Wellness Units for Nutrition have been established, providing 6,000 families with access to basic basket products free of charge, and delivering nearly two million hot meals over the past three years.
To improve living conditions for vulnerable families, the homes of over 152,000 Tlaxcalans have been renovated and equipped.

Beyond infrastructure, Tlaxcala has prioritized healthcare, establishing 13 Wellness Units for Your Health in vulnerable communities.These units have provided over one million free general, optical, and dental consultations, nearly 500,000 laboratory studies, and more than 830,000 medications over the past three years. In collaboration with the Ministry of Public Education (SEPE), Sedif, and the state Welfare Secretariat, 325,000 free eyeglasses have also been distributed to schoolchildren and adults.
“One of my greatest concerns is preventing kidney diseases,” Cuéllar shared. Through the state DIF, 11,400 high school students received 34,200 tests for early detection, leading to the identification and treatment of 60 cases.
The state’s commitment to proactive outreach has resulted in Tlaxcala ranking second nationally in timely birth registration. This achievement ensures that more Tlaxcalans can access their rights and social supports. Cuéllar also highlighted the implementation of an electronic death certificate system, streamlining procedures for families, and the pioneering apostille dispensation program, which guarantees that children of Mexicans born abroad can fully exercise their rights.
