Lockdown and the “red” zone in Kiev
Enhanced quarantine in the capital was announced against the backdrop of a rapid deterioration in the epidemiological situation due to the coronavirus. Its validity period is from midnight March 20 to April 9 inclusive.
In addition, on March 19, according to the criteria of the Ministry of Health, Kiev was in the “red” quarantine zone. Its restrictions are in line with those introduced by local authorities, but in addition, a ban on regular and non-regular passenger traffic can be imposed. The corresponding decision should be made by the State Commission for Fuel and Energy Securities and Emergencies.
What restrictions apply
During the lockdown in Kiev, it is prohibited to conduct all mass events… Sports competitions of professional teams will be held without spectators.
It is forbidden to hold divine services and other religious events, if the condition is not met – no more than 1 person per 10 sq. M.
The activity of catering establishments is limited – cafes, bars, restaurants can work take away only and delivery of orders.
Is prohibited visiting educational institutions, except for students in grades 1-4 of schools and kindergartens. After the holidays, high school students will study remotely.
Cinemas, museums, theaters, concert venues and other cultural institutions will be closed until April 9.
Is prohibited operation of entertainment establishments, children’s centers, shopping and entertainment centers (with the exception of grocery stores, hygiene products, household chemicals, pharmacies, pet supplies, flowers on the territory of the mall).
Non-grocery stores will be able to work only to dispense goods. Also on lockdown will be closed non-food markets, pavilions, fairs.
The number of passengers on public transport (minibuses, trolleybuses, trams) is limited – no more than half of the seats in the cabin… Mandatory mask mode.
Swimming pools and group lessons in fitness centers are prohibited.
All enterprises are recommended to transfer their employees to a remote mode of work by April 9.
What is allowed during a lockdown
- supermarkets and grocery stores will operate as usual subject to anti-epidemic standards. In sales areas with an area of more than 200 sq.m. – no more than 1 person per 20 sq. m;
- trade in personal hygiene products, household chemicals, flowers, goods for animals is allowed;
- food zones are allowed at airports;
- catering establishments in hotels will be open during breakfast hours – from 06:00 to 11:00.
- customer service of beauty salons and hairdressing salons – by appointment only. Also, by appointment, training in gyms is allowed;
- banks, post office and gas stations (without cafe zones) will continue to work in Kiev during the lockdown;
Penalties for violation of quarantine
For violation of quarantine restrictions in Ukraine, liability is provided in the form of a fine in the amount of 1-3 thousand tax-free minimum incomes – from 17 to 54 thousand UAH or arrest for six months.
If the person’s actions led to the spread of the disease – restriction or imprisonment for 3 years.
If the violation caused death or led to serious consequences for third parties – imprisonment for a term of 5 to 8 years.
