Amna explained that the new law works to shorten the document cycle for issuing licenses for public establishments, so that citizens can carry out their activities under the auspices of the state to contribute to development. units and new city agencies, at an appropriate pace within 90 days if the license applicant meets the general and special requirements under the law and approved last week, and the minister said the government seeks through this law to reconcile the conditions of unlicensed stores and their integration into the state’s official economy, which helps to advance the economy.

Major General Hisham Amna indicated that the new law grants a temporary license for a period of five years to public places established with unlicensed properties until the legalization of their environmental, safety and security conditions is completed.

Major General Hisham Amna said the Supreme Licensing Committee, which the law stipulated was established under the chairmanship of the Minister of Local Development and the participation of the ministries and authorities concerned, started its work immediately after the Prime Minister issued the formation Resolution n. 943 of 2020, and the committee carried out several tasks, at the beginning of which the Prime Minister, Dr. Mustafa Madbouly approved the tables for the classification of public shops with a total of 316 activities, which helps to define the activities faced by the provisions of this law, with the subdivision of the classifications of activities into two types by coding system, and the Committee has set up an integrated telematic system with the participation of all the authorities concerned in coordination with the Ministry of Town Planning and Economic Development for allow the submission of license applications Through the Internet, as part of the state direction of digital transformation, benefiting from technological progress, and also to reduce crowding in authorized licensing centers. By unifying the requirements and all requirements of public store licensing bodies according to the nature and type of business, and by developing a guideline for civil defense requirements in collaboration with the National Center for Housing Research and civil protection, and developing classifications of public services shops and general and special requirements for each activity, reviewing and modifying them when necessary.

The Supreme Licensing Committee has also prepared forms for permanent licenses, as well as temporary licenses, specifying the conditions required for managers of certain businesses, identification documents for the license applicant and other duties stipulated by law, which gave the committee a large flexibility agreement, with the goal of expediting the licensing of all statewide public stores in a manner that achieves the public interest and contributes to the achievement of the philosophy of law without the need for any new legislative amendments, indicating that the Supreme Committee for Licensing has been linked electronically to all licensing centers in all governorates of the Republic for continuous follow-up and close control over the centers to measure performance indicators.

It should be noted that the Ministry has completed the training of 422 workers of the licensing centers of the governorates dealing with the application of the new electronic system for the licensing of public shops and external entities related to law enforcement, through workshops and intensive training courses, before starting the actual application of the law, where all the necessary explanations have been provided.
