PH:DR: A ministerial city will introduce better functionality to ministerial offices and will be a quality work environment,

As part of the implementation of the Government Action Program, several administrative towns are being built throughout the Beninese region. However, in this same wake, if an absolutely amazing and majestic offer comes before our eyes, it is the Minister’s City. It is unique in its kind and is built in Cotonou.

The ministerial city, whose construction is very advanced, stands on the edge of Boulevard de la Marina opposite the Palais des Congrès, considering the image of the Amazon. This pharaonic infrastructure concentrates 20 ministries on the same site. The project was designed to centralize ministerial offices, providing a unified and modern working environment for the public service, while at the same time significantly reducing rental costs.

It is indeed an open secret that the costs associated with the rental of properties used to maintain state services are substantial. Yes, public service buildings are expensive for the national budget. Faced with these heavy costs, the Beninese government has taken drastic measures to reduce public spending and optimize the operations of its administration. And this is one of the reasons why the Ministerial City of Cotonou exists.

Above all, a clear choice to improve the working conditions of representatives in the public sector

The ministerial city is part of a global strategy that aims to offer a functional and modern work environment to state representatives that will optimize the management of public affairs and significantly improve their productivity. In addition, it is not only about individual productivity, but also collective, since the physical centralization of ministries also makes it possible to reduce delays in administrative processes.

Features of the Ministerial Village

The Ministerial site covers 5 hectares and includes a range of modern infrastructure, designed to provide the best possible working environment.

Buildings with great potential

This jewel is ten buildings of type R + 5, offering a total of 60,000 m² of offices for Ministers, their offices and central services. These buildings meet modern standards for functionality and energy efficiency.

Additional resources

The city also includes an R + 5 block consisting of buildings dedicated to catering services and a parking area with a capacity of at least 500 vehicles. Green areas are also being created to enhance the site, offering a pleasant setting for staff and visitors suitable for concentration.

Integrated management

The economic model of this project is based on a partnership with the Société Immobilière et d’Aménagement Urbain (SImAU), which is responsible for transferring funding, managing construction and ensuring the operation of the City. SIMAU will receive rental income from the state, which it will use to repay construction costs, while final ownership will return to the state.

What are the implications and prospects for public administration?

In addition to the rent savings to be made, this Ministerial Town will introduce better functionality to ministerial offices and will be a quality work environment, which will support a more dynamic and responsible administration. At the same time, this project will also help to boost the local economy by offering job opportunities at various stages of completion.
