Lithuania again allows goods on sanctions list to pass to Russian exclave

Russia can once again transport goods on the EU’s sanctions list by rail to the exclave of Kaliningrad. Transports through Lithuania have been partially halted since June due to the war in Ukraine, but the European Commission determined one and a half week ago that the sanctions do not apply to rail transport to the Baltic Sea exclave.

Railway company LTG Cargo has informed its customers that transports have resumed, Lithuanian broadcaster LRT reported. The company says it respects the guidelines of the European Commission. A government official in Kaliningrad told Russia’s Tass news agency that a 60-car cement train is expected to arrive at the exclave soon.

The rail connection to Kaliningrad

Kaliningrad is sandwiched between Poland and Lithuania and has no land connection with the rest of Russia. The region is supplied from Russia by sea or train, which passes through Belarus and Lithuania.

Due to the sanctions imposed on Russia, Lithuania has stopped sending some of the goods by rail in recent weeks. For example, alcohol, wood and concrete were involved.

According to the guidelines from Brussels, Lithuania can continue to strictly control the transported goods. Russia is not allowed to transport military goods or goods that could have both military and civilian uses. The quantities must also remain below the averages of the past three years.

Lithuania was not entirely happy with the EU decision, which according to the government could be seen as a bow to Russia, but the country said it would comply with the rules from Brussels.
