President Jokowi had previously asked his staff to prepare replacements for governors, regents and mayors whose terms of office expire in 2022.
Jokowi said this year there will be 101 replacements for regional heads that must be prepared, with details of 7 governors, 76 regents, and 18 mayors.

Tito himself stated that it was President Jokowi who appointed the acting governor in 2022 and 2023.

Tito explained that the mechanism for the appointment of acting regional heads at the provincial level was under the authority of the Ministry of Home Affairs. Then the Ministry of Home Affairs will propose these candidates to be later chosen by Jokowi as president.

Meanwhile, at the district/city level, Tito continued, the governor could submit a candidate for acting regional head to the Ministry of Home Affairs.

“At the provincial level, the Ministry of Home Affairs proposes to the President. The President decides. Then the regents, mayors are proposed by the governor, submitted to the Ministry of Home Affairs. I also report to the palace to the President,” Tito said during a hearing meeting with Commission II DPR at the Parliament Complex, Senayan, Jakarta, Monday (15/3).

Tito mentioned the possibility that Jokowi would form a Final Assessment Team (TPA) to assess the bureaucrats who would later be appointed.

“For the governor, according to the law, we leave it to the President. Maybe the president will also conduct a TPA, involving other officials as the final assessment team that has been making decisions. Because of the long term of office,” Tito continued regarding the list of acting governors.
