Line 2 Delays: Current Status and Future Projections for Lima Metro

After almost 10 years of works, Line 2 of the Lima and Callao Metro has managed to put into operation a segment of its route, which covers only 5 of the 27 planned kilometers. This development is presented as partial progress in the effort to improve the underground transportation system in the Peruvian capital.

According to the competent authorities and experts on the subject consulted by La República, it is projected that, by the year 2035 – a date that exceeds what was projected – the city will have at least three of the six lines that make up the Basic Metro Network. of Lima and Callao, proposal approved in December 2010.

A decade after the contract was awarded to the concessionaire in charge of the Lima Metro Line 2 project, progress remains incomplete. According to initial expectations, at this point trains should run along the 27 kilometers that connect Ate with Callao. However, only the first phase of the project, known as stage 1A, is in operation, which includes five stations between the Santa Anita market and Evitamiento.

According to La República, the Delia tunnel boring machine is preparing to arrive at the Manco Cápac station on Line 2 of the Lima Metro in the second half of April, to later advance to the Central station. This section, which extends from the San Juan de Dios clinic to Plaza Bolognesi, already has four stops completed.

However, the start of work at the Central station depends on the approval of municipal permits to partially close Paseo Colón and Garcilaso de la Vega Avenue, a process that has experienced delays due to the management of Mayor Rafael López Aliaga.

The delay has caused concern, given that the mayor initially opposed the execution of this phase of the project. However, after a meeting with the Minister of Transportation, Raúl Pérez-Reyes, and José Aguilar, who was then head of the Urban Transportation Authority (ATU), the authority committed to facilitating the progress of the works of the Line 2.

For La República, Miguel González, Ositrán engineer and head of railway and Metro contracts, details that stage 2, which runs from Plaza Bolognesi to the port of Callao, is the one with the least progress (20%) as a result of delays in the delivery of land.

“There is a problem with the San Marcos University, because of the station that will have the same name. The authorities (of the UNMSM) do not give up the land and the works do not begin. This station and the Central station worry us because the Delia tunnel boring machine must pass through them, which must reach the Insurgentes station in Bellavista (this is because the other Micaela tunnel boring machine advanced from that last point to the port of Callao). If we do not manage to free those areas, we will not have a horizon,” he said.

The Minister of Transportation has expressed his optimism regarding the completion of the 27 stations of Line 2 of the Metro by 2028. However, according to González, the effectiveness of this forecast depends on the prompt initiation of works at the stations. Central and San Marcos, which need to start in the coming months to maintain the delivery schedule.

Line 1 of the Lima Metro, the only fully operational route in the city, transports approximately 530 thousand users daily throughout its 26 stops, which extend from San Juan de Lurigancho (SJL) to Villa El Salvador (VES) . The route, which covers a distance of 34 kilometers, has become a crucial link for urban mobility in the Peruvian capital.

The history of this railway line began in 1986 and marked the beginning of an ambitious transportation project. However, it was only in 2011 that the citizens of Lima saw the inauguration of its first segment, which connected Villa El Salvador with the Grau station. Subsequently, in 2014, the extension was enabled to the Bayóvar terminal, in San Juan de Lurigancho, which completed the entire planned route.

At the beginning of 2024, the Ministry of Transportation and Communications (MTC) reported that it was in talks with the Universidad Nacional Mayor de San Marcos to determine adequate compensation for the land necessary for the works on Line 2 of the Lima Metro. The information was announced by Raúl Pérez Reyes, minister of the sector, who highlighted the importance of reaching an equitable agreement that benefits both parties.

“We are talking with the authorities. I believe that there was a first attempt at an agreement, we are going to talk with them again to see if we can (reach an agreement). Here the issue is basically defining what is the legitimate compensation for the San Marcos University because we would be using land that is theirs. I believe that we are going to reach an agreement without any problem,” he reported at that time.
