It is not possible to start a corruption investigation from a site in Kaspichan. With this argument of Tsveta Rangelova from “Vazrazhdane”, the deputies decided that publications in the mass media will not be accepted as signals of corruption at the highest levels of power. This text was finally adopted by the National Assembly with the voted texts in the anti-corruption bill.
Anyone who has data on corruption or a conflict of interest for a person holding a public office can file a report with the Anti-Corruption Commission – personally or through a lawyer, BNR reported.
Deputies also recorded definitively that reports can also be received from all internal or external reporting channels under the Law on the Protection of Persons Who File Reports or Publicly Disclose Information on Violations. The duly filed report will be the basis for a check for the existence of data on corruption or conflict of interest.
The inspection will be carried out within 90 days of receiving the signal, with the possibility of extending the period once, but only by a month. Anyone who filed a report will have to be notified of the results of the investigation for the decision.
The originally planned possibility of a signal being accepted and published in the media met the sharp objection of ITN and “Vazrazhdane”. The MP from “Vazrazhdane” Tsveta Rangelova motivated the request to drop this possibility:
“Can you imagine how easy it is to be the subject of an investigation on such a tip from a Caspian electronic media that you will never know who is behind it”.
The majority voted for the final provision in the law that, in the performance of their official duties, the bodies of the Commission may use physical force and auxiliary means only when this is absolutely necessary under the conditions and in accordance with the law on the Ministry of Internal Affairs.
