Lille to Implement Low Emission Zone in 2025 to Combat Air Pollution

Contrary to several statements, the European metropolis of Lille (MEL) will be subject to the low emission zone (ZFE) on January 1, 2025, as decided during government announcements on Monday July 10, 2023.

“The low emission zone is still relevant in the metropolis of Lille.” Following government announcements on Monday, July 10, 2023 concerning new measures to combat air pollution, Sébastien Leprêtre, vice-president of the European Metropolis of Lille (MEL) in charge of transport, reacts to accusations of abandonment of the Zone with low emissions (ZFE).

“Measures have been taken. They indicate that some metropolises must speed up the process of setting up EPZs, where others can move forward at their own pace”continues the vice-president. “Which is our case in the European metropolis of Lille.”

Paris, Lyon, Marseille, Strasbourg and Rouen will therefore not be the only cities to submit to the ZFE. They will have to ban diesel cars over 18 by January 1, 2024, followed by diesel cars over 14 and petrol cars over 19 by January 1, 2025.

“In April 2022 (the MEL) had deliberated on the establishment of a ZFE expiring on January 1, 2025, with the target of non-classified vehicles, which are the most polluting”recounts Sébastien Leprêtre. “But also vehicles that have Crit’Air stickers 4 and 5.” The goal ? Include 50,000 vehicles, out of the 670,000 in the MEL, in the process.

The mayor of La Madeleine reminds us: Lille is the metropolis most affected by fine particles, generated by engines, vehicle brakes and heating methods. “Our metropolis is the victim of public health problems linked to the production of nitrogen dioxide and fine particles, produced by the most polluting vehicles.” The government and the metropolis are therefore relying on education and communication to make the importance of these new measures understood.

“Just after the summer holidays, territorial conferences will take place, such as the conference of mayors, to share the results of the analyzes carried out with elected officials”, projects Sébastien Leprêtre. In 2023, the MEL will then trigger a regulatory consultation to allow everyone to find out about the measures in preparation and to take part in the debate.

At the beginning of 2024, the MEL should propose a new deliberation to lay down all the measures that will surround the establishment of the ZFE. “The whole of 2024 will consist of massive communication on the system, which will start on January 1, 2025, with a new phase of at least six months of pedagogy which will exclude automatic sanctions, so that everyone has the time to understand the process”completes the vice-president of the MEL.
