/ world today news/ With the protocol of the sole owner of the capital of the “National Palace of Culture – Congress Center Sofia” EAD Minister Liliana Pavlova today dismissed the executive director and member of the board of the National Palace of Culture Miroslav Borshosh from his position. The composition of the Board of Directors of the NDK has also been changed, the Ministry for the Bulgarian Presidency of the Council of the European Union 2018 announced.
A meeting of the new Board of Directors is currently underway. Mrs. Tanya Mileva will be elected its chairman, and Borislav Velkov, the current chairman of the Board of Directors, will be elected as the executive director of NDK.
The reasons for the change are that there is systematic non-implementation of instructions given by the sole owner of the capital, as well as systematic non-implementation of decisions of the Board of Directors. Also, the actions of the previous executive director call into question both the good financial management of the company, and the implementation of all activities to bring the building of the National People’s Congress to the needs of the Presidency is in jeopardy.
Tanya Mileva is the head of the minister’s office for the Bulgarian Presidency of the Council of the European Union 2018. She has a Master of Laws from the Sofia University “St. Kliment Ohridski”, part-time lecturer in civil, commercial, labor and insurance law at SU “St. Kliment Ohridski”, author of the course “Legislative foundations of consulting and mediation activity”. He has specializations in financial engineering tools and European integration and European law. In the period 2002-2013, she was a civil servant in the Directorates “State Legal Counsel” and “National Fund” in the Ministry of Finance. In the periods 2011-2013 and 2014-2017, she was the head of the office of the Minister of Regional Development and Public Works.
Since 2011, the new executive director of NDK Borislav Velkov has been professionally involved in the construction, development, operational and strategic management of the leading sports, entertainment and cultural infrastructures in Bulgaria. In 2011, after the opening of “Arena Armeets Sofia”, he joined the management team of the hall as a deputy manager, responsible for the team, marketing, advertising and organization of events. In 2012, he specialized in EVMI (European venue management institute, based in London and Frankfurt) construction, operational and strategic management of halls, stadiums, congresses and integrated infrastructures. In 2013, he became the chief consultant for the construction of the Ruse Arena, and later assumed the position of chief manager of the hall. He is the founder of the Association for the promotion and development of sports and entertainment infrastructure in Bulgaria. Borislav Velkov provided expert assistance in the construction of “Arena Burgas” (under construction), “Arena Colodrum” – Plovdiv, the Sofia Philharmonic, etc. Since 2011, he has been directly involved in the organization of more than 200 events of a different nature, many of them of high international rank – international congress, cultural and festival events, world and European sports championships.
He has conducted trainings and specializations in New York, Madrid, Dublin, London on various processes from the management of congress, cultural, entertainment and sports infrastructures.
Since 26.05.2017, Borislav Velkov is the chairman of the expert advisory board for the management, monitoring and control of the design, reconstruction and adaptation activities of the main building of the National Palace of Culture, established by order of the Minister for the Bulgarian Presidency of the EU in 2018.
