The Secretary-General and Commissioner of the Arab-European Center for Human Rights and International Law, Dr. Ramadan Ben Zeer, said that the State of Libya is a victim of illegal immigration.

Bin Zir referred to his participation in the Tripoli International Meeting on Migration, which was held in the Libyan capital in August 2022 AD, where he described it as important, explaining that it dealt with the causes of illegal immigration and methods of treatment, with the participation of a large number of personalities interested in this file from several countries.

Dr. continued. Bin Zir said that what caught the attention of this meeting was the participation of all the security services in Libya, which indicates their interest in this file.

Bin Zeer to his request, during his participation in the meeting, the Libyan security institutions to make more efforts and adhere to the rules of international humanitarian law and the humane treatment of migrants, in addition to closing all detention centers, explaining that during the past period all detention centers have been closed by the Stabilization Support Agency, and this It was a great response from the device to the recommendations of the meeting.

As pointed out by Dr. Bin Zir led to the issuance of several other recommendations from the meeting, the most important of which is the demand of the Libyan state to abide by the principle of customary international law.

With regard to his participation in the sessions of the 52nd session of the Human Rights Council that was held last month, at the United Nations headquarters in Geneva, Switzerland, Dr. Ben Zir that the recommendations issued by the session are the same as those issued by the Tripoli International Migration Meeting

In a question about the general public’s merging of the words “immigrant” and “refugee” and the legal difference between the two terms, Dr. Bin Zir that the definition of a refugee is every person who resides outside the country of his nationality. As for the immigrant, there is no unified agreed definition that defines this term. home or stay.

Regarding the news circulating about the sinking of migrant boats at sea and the responsibility of the Libyan state for that and its cooperation with the European side in this regard, Dr. said. Bin Zir said that during his presence in the capital, Tripoli, he asked these questions to the representative of the General Staff, who in turn answered that after the maritime line 32:20, the Libyan state is not responsible for what happens in it, but rather the responsibility of the Libyan state lies within this line.

Regarding the cooperation of the Libyan state and the European side in the migration file, Dr. Bin Zir that he did not rise to the required level and that Libya is a victim in this matter.

Dr. concluded. Bin Zir made his intervention by saying that Libya did not join and participate in a project under discussion in the corridors of the European Union to build temporary asylum camps in North Africa in exchange for a financial fee, stressing that Libyan officials reject this project and refuse to turn into a policeman who protects Europe from illegal immigration, indicating that This is rejected by all Libyans.
