The chief judge of the Hong Kong High Court, Pan Zhaochu, rejected the two applications in May this year. Today (3rd) he issued a written judgment stating that the “Hong Kong National Security Law” specifies that the decision of the National Security Council is not subject to judicial review, and Li Zhiying should not apply for judicial review.
