Let’s consume local: more than 65 billion FCFA injected by the State

PMore than 65 billion FCFA of local goods and services were consumed by 15 ministries and 6 institutions over the period from January to August 2023. This information is from the Director of Foresight and Economic Intelligence, Assane Ouédraogo, who addressed the communication relating to the complementarity of sectoral policies and strategies for promoting consumption of local goods and services, October 30, 2023, in Ouagadougou. This amount is proof that the consumption of local goods and services is more than a reality, in accordance with circular No. 2017-002/PM /SG/DGEF of January 13, 2017 relating to the consumption of local products by public structures and Order No. 2017-002/PM/CAB/ of January 31, 2017 relating to the purchase of local food products by state structures, within the framework of their supply. To these two regulatory texts is added the decree of 1is February 2017, relating to procedures for the award, execution and settlement of public contracts.

The budget line, an injunction

Since the adoption of these regulatory texts, budget authorizers have been instructed that, like other investment or current expenditures, to include a budget line for the production, consumption and marketing of products made in Burkina Faso. The aim is, on the one hand, to boost local consumption, through the massive purchase of local products. On the other hand, it is to stimulate the creation of national wealth. Through a communication on “Budget and stimulating the consumption of local goods and services”, it appears that ministries, state institutions and their branches are playing their part by injecting enormous budgets into the purchase of local products. The Director of Budget Programming at the General Directorate of Budget (DGB), Harouna Sanfo, stressed that significant financial support was provided to production by ministries, state institutions and their branches (see table 1). Harouna Sanfo noted that expenditure was made on school canteens, through current transfers. Key investments should be noted in the planning sectors: support for livestock and fisheries resources: 0.8 billion FCFA, acquisition of tractors: 2.5 billion FCFA, improved seeds and agricultural inputs: 3.84 billion FCFA, construction of food security stocks: 2.5 billion FCFA, acquisition of goods for the benefit of SONAGESS: 17.92 billion FCFA.

Faso Danfani and Koko donda, a reality in Public Administration

Priority for local consumption is given to food products, artisanal products and intellectual activities and production. In terms of food products, supplies are made in school canteens, vocational training centers, garrisons, hospitals, remand and correctional centers, boarding schools, coffee breaks and lunches. For artisanal products, the government gave its preference by signing, on September 23, 2021, a single-award framework agreement for a period of 3 years with the Chamber of Trades of Burkina (CMA-BF) which delivers the equipment and office furniture. As for intellectual activities and production, it is essentially consultations and national expertise. In addition to these multiple actions to support local production, there is also the labeling of Faso Danfani whose port is brought up to date. The government has decided to promote Faso Danfani and koko donda. Better still, he opted for the widespread wearing of the Faso Danfani by schoolchildren, from the start of the 2023-2024 school year. Faso Danfani adds the labeling of bicycle chicken and shea butter. o

Consumed “benga” every Friday bring in 120 billion FCFA to the State
