The court cited grounds citing that assembly should be limited to a minimum only when the spread of Corona 19 is clearly expected as it is a constitutional right. However, the judiciary set conditions such as limiting the number of participants to a small size. On the 26th, the 8th administrative division of the Seoul Administrative Court (President Judge Lee Jong-hwan) cited a partial request for suspension of execution of the ban on the assembly near Gwanghwamun by the Free Korean National Team, limiting the number of participants to 20, not 50. The judge said, “Looking at the size of the assembly, restricting assembly only to the’minimum required’ range does not infringe on the freedom of assembly under the constitution.” “We considered the possibility that the size of the assembly could be increased if 50 people were allowed.” Said. On the same day, the 5th Administration (Deputy Judge Jeong Sang-gyu) also made a decision to allow the 100-person assembly reported by Hwang Mo to be reduced to 30. The judge said, “It seems that the largest possible distance from India, the place of application for the assembly, is about 30 people.”

The court decided that small-scale vehicle demonstrations in downtown Seoul were also possible. On the 27th, the first administrative department (presiding judge Ahn Jong-hwa) quoted a request for suspension of execution against the head of the Seoul Police Agency, saying, “Please cancel the ban on outdoor assembly” by the Korean patriot patrol team. On March 1, the group reported to the police that it would depart from the area of ​​Independencemun Station in Seoul from 10:30 am to 5 pm on March 1 and march in Jongno, Gwanghwamun, Jeongneung, and Daehanmun with 10 vehicles (one person each boarding). The judiciary restricted the number of participating vehicles to 9 in consideration of the Seoul Metropolitan Government’s notice that bans assembly of 10 or more people, and limits the time allowed for demonstrations from 11 am to 2 pm in consideration of citizens’ freedom of passage.
