(mu – 09/01/23) The headline gave a start – the investor for the construction of the planned town house on the town hall square in the center of Leimens had filed for “insolvency under personal responsibility” as a precaution.
As a result, the GALL parliamentary group immediately requested a special meeting of the municipal council at the earliest possible date, which Mayor Hans Reinwald then set for Thursday, August 31, at 11 a.m. after consultation with those directly affected. The unusual time was due to the schedule of those involved.
First, the mayor described the situation, which was surprising for everyone. As soon as the city administration became aware of this, all those involved were immediately contacted.
Afterwards, lawyer Dr. Jörg Klingmann from Heidelberg on the legal situation. Since the city has not yet concluded any contracts with the investor, it is in a good starting position and can decide relatively freely on how to proceed. Terminating the order on the part of the city only makes sense in the event of complete insolvency or urgency. From his point of view, neither is currently the case.
There are several options that the administration is currently examining intensively internally and which the municipal council will then have to decide on. Delays are to be expected, but they are manageable. He therefore advises waiting in peace until a restructuring plan is available, which can then be discussed. The city is currently in a safe position and does not forgive itself.
Shortly before 12 o’clock Mr. Erwin Paulus arrived. The managing director of Paulus Wohnbau GmbH, the intended developer, described in detail the current situation of his company and the problems that had arisen. His company is fundamentally healthy, but unfortunately the current difficult situation on the housing market alone has led to the current situation. He has been in intensive talks with everyone involved for weeks and is very confident that he will have survived the predicament unscathed in a few weeks. He is very interested in implementing the promising project in cooperation with the city of Leimen, but will not stand in the way of another development.
In the panel discussion that followed, numerous questions were asked. Since it was also about internal processes, the public was excluded for around 20 minutes at the request of the FDP parliamentary group and the meeting was closed to the public.
After the public had been restored, Mayor Reinwald once again summarized the points discussed. First of all, the open questions regarding the various options for continuing the “Stadthaus” project must be clarified, before a final decision can be made. The ongoing discussions between the property developer and the banks and investors would also have to be awaited here. Since the construction of the house was not planned for the middle of next year anyway, there is no time pressure.
A motion by the FDP parliamentary group, which wanted to see these points as a resolution for further action, was unanimously accepted by the municipal council.
The next public municipal council meeting will take place after the summer break on Thursday, September 21, 2023 at 6:30 p.m. in the Ferdinand-Reidel-Saal of the new administration building. The public is already invited to this.
