Under the authority of the service manager, the agent advises all the services of the Collectivity and provides
upstream legal expertise in various areas of law; he is in charge of security
legal and assistance in the implementation of public policies, as well as the follow-up of litigation.
Missions or activities
Under the hierarchical authority of the Head of Legal Affairs, the agent’s main missions are:
– Provide assistance and legal advice to heads of divisions and departments in dealing with legal issues in specific areas:
– Produce legal analyzes and expertise in response to questions from the departments; help with the decision
– Assist the services in the drafting of acts and documents: deliberations, contracts, agreements, service regulations…
– Securing of procedures at the request of heads of poles and departments.
– Management of civil, legal and functional protection insurance
– Resumption of civil insurance today entrusted to the urban planning department
– Follow-up and management of insurance files
– Processing of functional protection requests
– Follow-up of legal cases in progress with the Manager
– Securing of acts / Awareness / Assistance to services
– Carry out reliable and regular legal monitoring: analysis of texts, legislative, regulatory, jurisprudential and doctrinal research
– Establish a prior control of acts (orders, decisions) in good understanding with the services of the Collectivity
– Raising awareness of the services to the risks (legal / ethical) in a compliance approach
