Lebanon Debate: Syndicate of Owners of Real Estate and Rented Buildings to File Complaint Against Prime Minister Mikati

The Council of Ministers had returned 3 laws to the House of Representatives, including the Non-Residential Rents Law, which had sparked widespread controversy in the recent period, between supporters and opponents of this law.

This matter provoked the Syndicate of Owners of Real Estate and Rented Buildings, as its president, Patrick Rizkallah, previously condemned this matter, via “Lebanon Debate,” and considered what happened a grave constitutional violation, especially since the Council of Ministers approved all the laws that were referred to it in a session. December 19, 2023.

Accordingly, Rizkallah confirmed to “Lebanon Debate” that the Syndicate of Owners of Real Estate and Rented Buildings, and a group of old affected owners, will file a complaint tomorrow, Tuesday, January 23, 2024, at nine-thirty in the morning, before the State Shura Council, against the move of the Prime Minister. Caretaker Najib Mikati returned the law on rents for non-residential places to the House of Representatives.

He stressed that “this will be done in defense of the constitution, to prevent infringement on the powers of the President of the Republic, to achieve justice, and in a sincere attempt to return to respect for the work of constitutional institutions.”

He stressed that “this step came to remove injustice from a group that was harmed by Prime Minister Mikati’s step, in which he ignored the articles of the constitution, and also ignored the opinions of representatives and senior constitutionalists in Lebanon, and so that the step of reversing the laws through the prime minister would not become a dangerous precedent that might be repeated.” The process of confiscating other powers of the President of the Republic is repeated.”

He considered that “filing a complaint is the first action of the owners’ union, given that cutting off livelihoods means cutting necks,” considering that “this government cut the necks of owners.”

Rizkallah pointed out, “The owner cannot live on one or two dollars a month, so how could any minister with a conscience vote to reject a law that restores rights to the owners after 50 years?”
